ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 24, 2013 <br />Action Agenda <br />Item No. 5 -m <br />SUBJECT: Emergency Solutions Grant Program Award <br />DEPARTMENT: Social Services, Housing, PUBLIC HEARING: (Y /N) N <br />Human Rights and Community <br />Development <br />ATTACHMENT(S): <br />Program Summary <br />State Contract <br />INFORMATION CONTACT: <br />Nancy Coston, 919 - 245 -2800 <br />Tara L Fikes, 919 - 245 -2490 <br />1 <br />PURPOSE: To accept an Emergency Solutions Grant award of $162,673 from the State of <br />North Carolina, and authorize the execution of the associated State Contract and a sub - <br />recipient contract with the Inter -Faith Council for Social Service by the County Manager upon <br />contract review and approval by the County Attorney's Office. <br />BACKGROUND: In July 2012 the North Carolina Department of Health and Human Services <br />(DHHS) announced a Request for Applications for funding under the Emergency Solutions <br />Grant (ESG) Program. The purpose of ESG Program is to provide homelessness prevention <br />assistance to households who are at risk of homelessness and assist with emergency shelter <br />operation as well as provide assistance to rapidly re -house persons who are homeless. <br />In response to the Request for Applications, Orange County was the applicant for a project <br />team comprised of the Orange County Department of Social Services (DSS), Orange County <br />Housing, Human Rights and Community Development Department and the Inter -Faith Council <br />for Social Service — a local non - profit organization. The ESG application was submitted on <br />August 13, 2012 for $162,673 to provide both homelessness prevention and rapid re- housing <br />assistance in Orange County for a year. In mid - October, the County was notified of the award <br />of $162,673 for this program. A program summary is attached. The Department of Social <br />Services will serve as the Administrator for this grant. <br />To receive this funding, the County must enter into a Contract with the N.C. Department of <br />Health and Human Services. The contract document has been reviewed and approved by the <br />County Attorney's Office and a copy is attached. Additionally, the County will need to enter into <br />a sub - recipient contract with the Inter -Faith Council for Social Service which will provide <br />emergency shelter and prevention services as funded by the grant. The total of that contract <br />should not exceed $60,590. The County Attorney's office will review and approve that <br />document as well. <br />
