26 1 VOTE: UNANIMOUS 2 3 b. Affordable Housing Advisory Board —Appointments 4 The Board considered making appointments to the Affordable Housing Advisory Board. 5 A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs 6 to appoint Teri Driscoll (with a term ending 9/30/13), and Andrew Shannon, Jr., Dee Jackola, 7 and Christopher Wehrman to the Affordable Housing Advisory Board with terms ending 8 6/30/15. 9 VOTE: UNANIMOUS 10 11 c. Hillsborough Planning Board —Appointment 12 The Board considered making an appointment to the Hillsborough Planning Board. 13 A motion was made by Commissioner Hemminger, seconded by Commissioner Gordon 14 to appoint John Bemis to a second term to the Hillsborough Planning Board, with a term ending 15 10/31/2015. 16 VOTE: UNANIMOUS 17 18 Commissioner Jacobs said that he has brought this up before but he would like to have 19 some sort of annual written report/comments from our appointee to this board and to other 20 governmental boards like this one so that the County Commissioners can know what the 21 appointee is doing and what the important issues are. 22 23 d. Orange County Parks and Recreation Council —Appointment 24 The Board considered making an appointment to the Orange County Parks and 25 Recreation Council. 26 A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs 27 to appoint Ms. Betty Kahn to the Cedar Grove Township position to the Orange County Parks 28 and Recreation Council with a term ending 3/31/2015. 29 VOTE: UNANIMOUS 30 31 e. Upper Neuse River Basin Association 32 The Board considered making an appointment to the Upper Neuse River Basin 33 Association. 34 Commissioner Hemminger stated that, if another Commissioner wished to be appointed 35 to the Association at a later date, she would step down from the position. 36 Commissioner Hemminger recused herself from voting on this item. 37 A motion was made by Commissioner Foushee, seconded by Commissioner Gordon to 38 appoint Commissioner Hemminger to the Upper Neuse River Basin Association for a three-year 39 term. 40 VOTE: UNANIMOUS 41 42 12. Board Comments 43 Commissioner Gordon said that the Orange County Implementation Agreement and Bus 44 and Rail Investment (BRI) Plan were discussed at the October 10 MPO Transportation Advisory 45 Committee (TAC) meeting. She said that she brought the Implementation Agreement and the 46 BRI Plan forward for approval and both were approved unanimously. The Triangle Transit 47 Board of Trustees is the only remaining board that still needs to approve the plan. She 48 explained what the Bus and Rail Investment Plan included.
