espoused by Louis Drago (an Argentine Minister of Foreign Affairs) in 1902 as a response to Britain,
Germany, and Italy shelling the ports in response to Venezuela's massive debt, interested people
would be asked to present 3 minute poems or stories that suggest innovative new ways (rebirth) of
addressing the credit problems either locally or globally. Organized and moderated by a local
professional writer(yet to be determined) and held during one of the two-hour Thursday evening
salon sessions at the Frank Gallery during February, participants would enjoy refreshments, lively
conversation, and debate inspired by the installation of Chrysalis+Drago(n) Doctrine.
Community Impact
Since Chrysalis+Drago(n) Doctrine is an illuminated public artwork that could be viewed by Chapel
Hill residents, UNC students, and County visitors both day and night, the community impact would
be tremendous. We could easily assume that at least I% of the population of Chapel Hill of 30,000
and 1% of the 30,000 enrolled students of the University would pass by or interact with the sculpture
during its installation. Given the fact that Morehead Planetarium and Science Center (ranked no. 4)
and the Ackland Art Museum (ranked no. 8) have high attendance records and are located nearby, it
Could be assumed that during the month of February (one month period) at least 1/12`'' of 1% of the
annual 1,900,000 Orange County visitors would pass by the installation as well. So, in addition to
the estimated 50 people who attend the Frank Gallery salons on a regular basis, the addition of the
resident, student, and visitor viewers could easily surpass 2,230.
As an additional benefit to the community and guided by In light, the annual one-night illumination
arts event held in downtown Richmond, VA (see http._ s va ..,_1 080 llejA_>_ ` ill_i hi'), I would also
be willing to work with a local community organization to develop a similar annual luminary arts
event that could coincide with Valentine's day or some other celebratory event defined by the
participating local businesses. As part of this grant, I would assist a local organizer to develop the
program, the requirements, the call to artists/students, and personally interview interested business
owners to obtain specific requirements and wants for their specific buildings. Based upon my
experience creating illuminated sculptural installations in urban centers and working with Town Hall
and the associated code enforcement entities, I would also hold a workshop with selected
artists/students to demonstrate the appropriate way of attaching pieces to the partnering building
facades or roof tops.
Artist Experience
Working as a professional environmental sculptor since 1980, I have created and installed over sixty
large-scale permanent and temporal artworks for both public and private clients. Beside developing
and managing a number of arts events (Arts Day in the South End, the Artists Ball) and creating
interactive artworks that became community icons (Space Snake for First Night Boston and Trigor1
for First Night Raleigh), my main objective as a community artist is to assist communities to create
spaces that rejuvenate and inspire while employing materials and construction techniques appropriate
to the situation and setting. The included artwork samples of my urban installed artworks clearly
show my ability to create motifs that reflect both the nature of the supported event or show theme,
day and night, as well as the spaces in which the artworks are installed. While working in Boston as
an environmental sculptor, I gained expertise and acquired an extensive background of working with
city officials and the associated code enforcement entities installing temporary artworks on brick
facades while protecting the their historic nature (critically important to installing
Chrysalis+Drago(n) Doctrine in downtown Chapel Hill at 109 E. Franklin Street).
MICHAEL ROY LAYNE• LEGACYWORKS•2012-13 Fall Artist Project Grant Application•Artwork Sample List •November 27,2012 Page 2
