Northern Buckhorn CommunitylCentral Efland Sewer Expansion Project <br /> Public Hearing for Preliminary Engineer's Report <br /> The Board held the EPA-required (for State and Tribal Assistance Grant funded projects) <br /> public hearing on the proposed project's preliminary Engineer's Report. <br /> County Engineer Paul Thames said that the primary purpose of this item was to hold a <br /> public hearing, which is a requirement of the State grant that will pay for 50% of the money that <br /> the County has on hand. He made reference to page 3 of the abstract, which has a section on <br /> public participation. These are the high points to comply with the public hearing process. He <br /> made a PowerPoint presentation. <br /> Preliminary Engineer's Report <br /> Highlights of the proposed project to provide sewer service infrastructure to the Northern <br /> Buckhorn and Central Efland communities <br /> Project Purpose <br /> Address the following issues <br /> • History of failing septic tanks in the two areas <br /> • Poor soils for septic systems <br /> • Lack of adequate satisfactory soils for existing septic system repair area <br /> • Most, if not all, properties are in the watersheds for local drinking water supplies <br /> Proposed Northern Buckhorn Sewer(map) <br /> Proposed Central Efland Sewer (map) <br /> Cost Estimates <br /> • Northern Buckhorn <br /> — $582,000 <br /> — Completely funded by STAG grants <br /> • Central Efland <br /> — $3.67 million <br /> — Partially funded by grant and bond funds <br /> — Remainder of funding to be decided <br /> Potential Options for Funding Shortfall <br /> • Reduce the size of the project to fit the budget(Central Efland) <br /> • Borrow from a FY2010-11 alternative debt financing process to cover the shortfall. <br />
