83 <br /> RI to EDE-2 <br /> PIN Acres <br /> ROW 20.98 <br /> 20.98 <br /> and, <br /> WHEREAS, pursuant to Sections 1.1.5, and 1.1.7 of the UDO and to Section 153A-341 <br /> of the North Carolina General Statutes, the Board finds sufficient documentation within the <br /> record denoting that the rezoning will carry out the intent and purpose of the adopted 2030 <br /> Comprehensive Plan, as amended, or part thereof including but not limited to, the following: <br /> a. The Land Use Element Map. <br /> b. Chapter 3— Economic Development, including: <br /> 1. Objective ED 1.1: Focus public education efforts on sustainability issues, <br /> looking at the social, economic and environmental contributions of local <br /> businesses. <br /> 2. Objective ED 1.2: Form partnerships both within and outside the County <br /> to create a stronger business climate and market the changes to existing <br /> and potential employers. <br /> 3. Objective ED 2.1: Encourage compact and higher density development in <br /> areas served by water and sewer. <br /> c. Chapter 4 — Housing Element, including: <br /> 1. Objective H-1.5: Ensure that a variety of housing types can be developed <br /> throughout the County in a sustainable manner that locates housing near <br /> employment center's and commercial centers and that efficiently uses <br /> existing and planned public services. <br /> 2. Objective H-14 Promote innovative approaches to housing that are <br /> responsive to the needs of Orange County, maintain quality and human <br /> scale, increase energy efficiency, and reduce construction and <br /> maintenance costs. <br /> 3. Objective H-3.3: Expand assistance in the retrofitting, repair, and <br /> maintenance of existing homes owned by financially challenged <br /> households, particularly those that are senior citizens. <br /> d. Chapter 5 — Land Use Element, including: <br /> 1. Land Use Overarching Goal: Coordination of the amount, location, <br /> pattern and designation of future land uses, with availability of County <br /> services and facilities sufficient to meet the needs of Orange County's <br /> population and economy consistent with other Comprehensive Plan <br /> element goals and objectives. <br /> 2. Objective LU-1.1: Coordinate the location of higher intensity/ high density <br /> residential and non-residential development with existing or planned <br /> locations of public transportation, commercial and community services, <br /> and adequate supporting infrastructure (i.e., water and sewer, high-speed <br /> intemet access, streets, and sidewalks), while avoiding areas with <br /> protected natural and cultural resources.
