ORANGE COUNTY, NORTH CAROLINA <br />NOTES TO THE FINANCIAL STATEMENTS <br />FOR THE YEAR ENDED JUNE 30, 2012 <br />13. Jointly Governed Organization <br />Orange Water and Sewer Authority. <br /> The Orange Water and Sewer Authority is a public authority <br />created under North Carolina law, which was established for the purpose of providing water and <br />sewer service in a defined area within the County. The Authority has a nine-member governing body <br />with two members appointed by the Orange County Board of Commissioners, two members <br />appointed by the Board of Aldermen of the Town of Carrboro, and five members appointed by the <br />Mayor and Town Council of the Town of Chapel Hill. The County is not responsible for any debt of <br />the Authority or any of its deficits. The County is not entitled to surpluses of the Authority, has no <br />responsibility for the designation of its management, does not have any significant influence over its <br />operations, and the Authority is not accountable to the County for fiscal matters. <br />Triangle Transit Authority. <br /> Orange County, in conjunction with other area local governments, is a <br />member of the Research Triangle Regional Public Transportation Authority. Orange County appoints <br />one member to the governing board. The Authority possesses final decision making ability and is <br />solely responsible for the management, budget, and fiscal operations of the Authority. <br />14. Joint Ventures <br />Hyconeechee Regional Library. <br /> Public library services with Orange County are provided by a tri- <br />County regional library system. Person County, Orange County, and Caswell County each appoint <br />three members to the Regional Library Board. The County is neither responsible for any deficits nor <br />entitled to any surpluses. Since the Library cannot issue long-term debt under North Carolina law, <br />any such debt for the Library would be the responsibility of the counties involved. None of the <br />participating governments have any equity interest in the Library, so no equity interest has been <br />reflected in the financial statements at June 30. During 1994, the County accepted accountability for <br />the fiscal matters of the Library. The Library's financial statements are included as an agency fund of <br />the County. Complete financial statements for the Library can be obtained from the Library's offices <br />at 300 West Tryon Street, Hillsborough, North Carolina 27278. <br />Orange-Person-Chatham Area Mental Health, Mental Retardation, and Substance Abuse <br />Authority. <br /> Mental health, mental retardation, and substance abuse services within the County are <br />provided by a tri-County regional authority. Each County appoints one Commissioner to the <br />Authority's sixteen-member Board. The remaining thirteen members are selected by the three <br />appointed Commissioners. Since the Authority does not have the power to issue debt obligations, any <br />such obligations would be issued by the counties involved. The County is not responsible for the <br />Authority's deficits and is not entitled to its surpluses. It also has no responsibility for the designation <br />of management and does not have significant influence over the operations of the Authority. <br />The County makes an annual appropriation to the Authority, but the majority of the funding comes <br />from other sources. During the fiscal year ended June 30, 2012, the County contributed $1,370,973 to <br />the Authority. None of the participating governments have any equity interest in the Authority, so no <br />equity interest has been reflected in the financial statements at June 30, 2012.
