ORANGE COUNTY, NORTH CAROLINA <br />NOTES TO THE FINANCIAL STATEMENTS <br />FOR THE YEAR ENDED JUNE 30, 2012 <br />Transfers are used to move unrestricted General Fund revenues to finance various programs that the <br />government must account for in other funds in accordance with budgetary authorizations, including <br />amounts provided as subsidies or matching funds for various grant programs. <br />10. Benefit Payments Issued by the State <br />The amounts listed below were paid directly to individual recipients by the State from federal and <br />State monies on behalf of the County. County personnel are involved with certain functions, <br />primarily eligibility determinations, which cause benefit payments to be issued by the State. These <br />amounts disclose this additional aid to County recipients, which do not appear in the basic financial <br />statements because they are not revenues and expenditures of the County. <br />11.Closure and Post-Closure Care Costs Landfill Facilities <br />Federal and State laws and regulations have required the County to place a final cover on its landfill <br />facility when it stopped accepting waste and to perform certain maintenance and monitoring functions <br />at the site for thirty years after closure. The County continues required monitoring during the post- <br />closure care period for up to thirty years. Post-closure costs consist of water quality monitoring, <br />maintenance of the landfill surface, vegetation, mowing, inspections, and recordkeeping. Costs <br />during the monitoring period are estimated to be $97,000 per year. The $13,741,104 reported as <br />landfill closure and post-closure care liability at June 30, 2012 represents a cumulative amount <br />reported to-date based on the use of 90 percent of the total estimated capacity of the landfill. The <br />County will recognize the remaining estimated cost of closure and post-closure care of $1 million as <br />the remaining estimated capacity is filled. These amounts are based on what it would cost to perform <br />all closure and post-closure care in 2012. The County expects to close the landfill in the year 2013. <br />Actual costs may be higher due to inflation, changes in technology, or changes in regulations. <br />The Orange Regional Landfill expects that any future inflation costs will be paid from the Landfill's <br />current enterprise funds or would be covered by charges to future landfill users. <br />The Orange Regional Landfill was required by federal and State laws and regulations to meet <br />financial assurance requirements effective April 9, 1994 to guarantee the ability to finance closure <br />and post-closure care. The financial assurance requirements can be met by meeting one of several <br />optional financial tests developed and required by the State of North Carolina Department of <br />Environment, Health, and Natural Resources. <br />67 <br /> <br />
