ORANGE COUNTY, NORTH CAROLINA <br />NOTES TO THE FINANCIAL STATEMENTS <br />FOR THE YEAR ENDED JUNE 30, 2012 <br />determined as a percentage of monthly payroll, based upon rates established annually by the State. <br />Separate rates are set for employees not engaged in law enforcement and for law enforcement <br />officers. Because the benefit payments are made by the Death Benefit Plan and not by the County, <br />the County does not determine the number of eligible participants. For the fiscal year ended June 30, <br />2012, the County made contributions to the State for death benefits of $32,912. The County's <br />required contributions for employees not engaged in law enforcement and for law enforcement <br />officers represented 0.08% and 0.14% of covered payroll, respectively. The contributions to the <br />Death Benefit Plan cannot be separated between the post-employment benefit amount and the other <br />benefit amount. <br />Other Post-Employment Benefits for County Employees That Participated in the Teachers' and <br />State Employees' Retirement System <br />In addition to providing pension benefits, the County provides health benefits, death benefits, and <br />disability benefits to certain employees in accordance with State statutes. These benefits are provided <br />through multiple-employer, cost-sharing plans administered by the State. Health benefits are provided <br />to retirees of the Teachers' and State Employees' Retirement System ("System") who have at least <br />five years of creditable service under the System. The State pays the full cost of coverage for all <br />retirees enrolled in the State's self-funded Teachers' and State Employees' Comprehensive Major <br />Medical Plan and makes similar contributions for retirees enrolled in one of four State health <br />maintenance organization ("HMO") plans. In addition, persons who became surviving spouses of <br />retirees prior to October 1, 1986 receive the same coverage as retirees. Retirees and the <br />aforementioned surviving spouses pay for the additional cost of HMO coverage and for the entire cost <br />of coverage of their dependents. The number of the County's participants who are eligible for health <br />benefits cannot be determined. The health benefit plans are funded by the State on a pay-as-you-go <br />basis. <br />Other Employment Benefits for County Employees That Participated in the Teachers' and <br />State Employees' Retirement System <br />Death benefits are provided through the Death Benefit Plan for Members of the Teachers' and State <br />Employees' Retirement System ("Death Benefit Plan"), a State-administered plan funded on a one- <br />year term cost basis. Lump-sum death benefits are provided to employees (1) who die in active <br />service after one year of contributing membership service in the System, or (2) who die within 180 <br />days after retirement or termination of service and have at least one year of contributing membership <br />service in the System at the time of death. This payment is equal to the employee's highest 12 <br />consecutive months' salary during the 24 months prior to his/her death, but must be at least $25,000 <br />and no more than $50,000. <br />Short-term and long-term disability benefits are provided through the Disability Income Plan of North <br />Carolina ("Disability Income Plan"), a State-administered plan, which also is funded on a one-year <br />term cost basis. <br />56 <br /> <br />
