ORANGE COUNTY, NORTH CAROLINA <br />NOTES TO THE FINANCIAL STATEMENTS <br />FOR THE YEAR ENDED JUNE 30, 2012 <br />State law [G.S. 159-13(b)(16)] restricts appropriation of fund balance for the subsequent year's <br />budget to an amount not to exceed the sum of cash and investments minus the sum of liabilities, <br />encumbrances, and deferred revenues arising from cash receipts as those amounts stand at the <br />close of the fiscal year preceding the budget year. <br />The governmental fund types classify fund balances as follows: <br />Non-Spendable Fund Balance <br />This classification includes amounts that cannot be spent because they are either (a) not in <br />spendable form or (b) legally or contractually required to be maintained intact. <br />Inventories portion of fund balance that is not an available resource because it represents the <br />year-end balance of ending inventories, which are not spendable resources. <br />Prepaid Items portion of fund balance that is not an available resource because it represents <br />prepaid amounts, which are not spendable resources. <br />Restricted Fund Balance <br />This classification includes amounts that are restricted to specific purposes externally imposed by <br />creditors or imposed by law. <br />Stabilization by State Statute portion of fund balance that is not an available resource for <br />appropriation in accordance with State law [G.S. 159-8(a)]. <br />Restricted for Education portion of fund balance restricted by revenue source to be used to <br />support public education. <br />Restricted for Governing and Management portion of fund balance that is restricted by revenue <br />source for general government administration. <br />Restricted for Public Safety portion of fund balance restricted by revenue source for public <br />safety related activities, such as law enforcement, fire protection, EMS, and E-911 <br />communications. <br />Restricted for Community and Environment portion of fund balance restricted by revenue <br />source for use for planning, economic development, and other related activities. <br />38 <br /> <br />
