Basis of Presentation <br />The accompanying Schedule of Expenditures of Federal and State Awards includes the federal and State grant activity of Orange <br />County and is presented on the modified accrual basis of accounting. The information in this schedule is presented in accordance <br />Audits of States, Local Governments, and Non-Profit Organizations <br />with the requirements of OMB Circular A-133, and the State <br />Single Implementation Act. Therefore, some amounts presented in this schedule may differ from amounts presented in, or used in <br />the preparation of the basic financial statements. Benefit payments are paid directly to recipients and are not included in the County's <br />basic financial statements. However, due to the County's involvement in determining eligibility, they are considered federal awards to the <br />County and are included on this schedule. <br />2.
