The conditions/standards will be agreed to by both the County and the Applicant that will <br /> govern the development of the project in perpetuity, <br /> • Concurrent with the next public meeting <br /> . These standards will include regulations designed to: <br /> • Regulate permitted uses for the project, <br /> • Establish design standards and architectural requirements, <br /> • Establish standards for open space management and upkeep, <br /> • Establish timelines for the implementation of necessary infrastructure improvements <br /> (i.e. utilities, transportation, etc) <br /> BUCKHORN VILLAGE — Design Standards and Solutions <br /> • The application demonstrates or indicates adherence approx. ninety (90) of the existing <br /> standards in ED Design Manual, <br /> • The applicant is proposing fourteen (14) Design Solutions that are 'equal to or better than <br /> what can be achieved through the strict adherence to the Design Manual' per Section 7.21.1 <br /> of the Zoning Ordinance. <br /> With respect to these Design Solutions, staff has found at this time that: <br /> • Design Solutions One (1), Eight (8), and Nine (9) are considered reasonable by staff as <br /> presenting a standards that is equal to or exceeds elements of the Design Manual, <br /> • Design Solutions Three (3), Four (4), Five (5), Six (6), Seven (7), Ten (10), are reasonable <br /> but ought to be conditioned on the approval of site-specific development plans, and <br /> • Design Solutions Two (2), Eleven (11), Twelve (12), Thirteen (13), and Fourteen (14) <br /> require the submittal of additional information by the applicant before staff can make a <br /> finding <br /> • These findings will be developed conclusively before the next public hearing. <br /> History of Economic Development Planning in Orange County <br /> • 1975 - "Growth Options for Orange County" <br /> • 125 citizens held a 2-day conference to map out a strategy <br /> • 1981 - Land Use Element and Map of Orange County Comprehensive Plan <br /> • Goal Five —Growth <br /> • Goal Six — Economic Development <br /> • 1982 - "Policy Memorandum on Recommendations for Economic Development in Orange <br /> County" <br /> • Dr. Ed Bergman led an effort to compile information and make recommendations <br /> • 1988 - "Preliminary Economic Development Study" <br /> • Sarah Rubin prepared 3 reports to start the strategic planning process <br /> • 1989 - "Orange County Tomorrow" Economic Development Strategic Plan <br /> • A 33-citizen Executive Committee prepares a plan which wins NACo awards and <br /> directs the EDC work plan <br /> • 1994 - Orange County Economic Development District Design Manual <br /> • Approved Process and Design <br /> • 1995 - The Strategic Plan Update Begins <br /> • 2001 - Economic Development District Hillsborough Area Amendments <br /> • 2005 - Economic Development Commission Strategic Plan <br /> • 2008 - Comprehensive Plan Update including a New Economic Development Element <br />
