The environmental assessment included several parts. One was the physical site <br /> inspection; one was a review of available computer databases for federal, state, and local <br /> environmental regulations. <br /> In a phase I environmental assessment, you are looking to identify what are called <br /> recognized environmental conditions. These are defined as the presence of a hazardous <br /> substance such as petroleum, when conditions indicate an existing release, past release, or the <br /> material threat of release of these materials. In performing the environmental investigation, we <br /> found none of these things in the property in question. We did find one recognized <br /> environmental condition on an adjacent property, which has an existing gasoline station at the <br /> intersection of Buckhorn Road and 1-85. <br /> ENVIRONMENTAL ASSESSMENT <br /> Phase I EA per ASTM Standard E 1527-05 Performed by GEL Engineering of NC, Inc. <br /> 1 Off-Site Recognized Environmental Condition (REC) — Buckhorn Amoco <br /> Mr. Hutchins recalled Tracy Parrott, who continued with the presentation on the comprehensive <br /> use plan and land use plan. <br /> Tracy Parrott: I would like to add to the environmental assessment aspect of this, that in <br /> addition to the phase I assessment that was done; Orange County staff did assist with some <br /> determinations on the site of present streams and wetlands. There were two buffered streams <br /> that fall within the Neuse River Basin identified on Site I parallel to 1-85/40, and the other stream <br /> comes from the corner of the property and extends back to the middle of the property.
