He asked what she attributes to the steady decline in asthma and <br /> Rosemary Summers said that all healthcare providers have tried to focus on asthma in children. <br /> School nurses are an integral part of the process too. <br /> Commissioner Gordon asked for elaboration on the Eat Smart, Move More initiative and <br /> Rosemary Summers talked more about this. <br /> Commissioner Nelson arrived at 8:00:15 PM. <br /> Commissioner Gordon asked about the high breast cancer rate and Rosemary Summers <br /> said that one of the factors that she believes is present in Orange County is that there are better <br /> rates of screening and early detection of cancer than other counties. This might not be the only <br /> factor, and she wants to look at this more closely. <br /> Commissioner Carey said that he sees disparities in health throughout the state as it <br /> relates to minority males. He knows that it is not just in Orange County. He asked what is being <br /> done in Orange County to combat this. Rosemary Summers said that the Eat Smart, Move <br /> More minority churches project has been a good approach. She agrees that more effort needs <br /> to be put into this area. <br /> Chair Jacobs said that he has heard that institutional providers give worse care to <br /> minorities. He wonders if there has been any independent study of how UNC Hospitals works in <br /> terms of providing services to minorities versus non-minorities. Rosemary Summers said that <br /> the Health Department has not done this. The Health Directors statewide are working with the <br /> Hospital Association, and they hope to achieve more data out of the reporting systems to help <br /> get a handle on this. <br /> Chair Jacobs asked how Orange County's infant mortality rate compares with the state <br /> average and Rosemary Summers said Orange County is below the state average. The average <br /> in Orange County is seven per 100,000. <br /> Rosemary Summers recognized the staff effort went into this report. <br /> b. Resolution Acknowledging February 26, 2008 as "Spay Day USA" <br /> The Board considered a resolution declaring February 26, 2008 as "Spay Day USA" in <br /> Orange County and authorizing the Chair to sign. <br />
