The other issue that was discussed at length was the size and the <br /> use of the site. He said that he interpreted the Board's recommendation to be to revise the <br /> schedule based on completing the siting process by November 18th, to incorporate public <br /> participation and input sessions into each meeting, and to look at sites greater than 25 acres. <br /> Also, all parcels would be considered, but there would be a heavy weighting towards the freely <br /> offered parcel. The other direction received was basically to amend the County Commissioners' <br /> calendar to include the special meetings required to accomplish the siting by November 18th <br /> He made reference to Exhibit 2, Revised Transfer Station Siting — Process Flow <br /> Schematic, and reviewed it. He said that there is an opportunity for public input on each of the <br /> major items prior to any decisions being made. For this meeting, the decisions are for the <br /> approval of the siting process and the schedule. There will also be discussion of the <br /> exclusionary criteria, public participation, and preliminary discussions on the technical criteria. <br /> He said that there are a series of three sets of meetings for public participation outside of <br /> work sessions and regular County Commissioners' meetings. The key decisions are with <br /> regard to the exclusionary criteria, the technical and community-specific criteria, and then the <br /> final candidate sites. There will be a public participation and comment process after that <br /> decision. There would then be a ranking of the sites by the Board of County Commissioners, <br /> another public meeting, and then the final selection of the site. <br /> Commissioner Gordon made reference to the flow chart and said that sometimes the <br /> decisions are at the beginning of a meeting and sometimes at the end of a meeting, and it would <br /> be helpful if the template were adjusted. She also suggested that "Board direction" is not the <br /> same as "Board decision". She thinks that the point that the Board is trying to convey to the <br /> public is that it will really consider public input before making decisions. <br /> Commissioner Carey asked about the components of the public comment meetings. <br /> Bob Sallach said that the public input meetings would be augmented and would be <br /> advertised public meetings. The input would be received on the criteria. He said that it would <br /> be prudent to have two public meetings — one to address technical criteria and one to address <br /> community-specific criteria. Those two meetings would have to be scheduled between March <br /> 18th and April 15th. An information packet would be put on the website, citizen advisory groups <br /> would be notified, etc. <br /> Commissioner Carey verified that the Board of County Commissioners would come as a <br /> member of the audience and the consultants would summarize the results and present it to the <br /> Board. Bob Sallach said that there would be an official record of the meeting and comments <br /> would be given to the Board of County Commissioners for consideration. <br /> Bob Sallach made reference to the flow schematic and said that they are trying to screen <br /> sites to keep them at a minimum of ten sites, apply technical criteria to these sites and rank <br /> them, and then develop a final listing of candidate sites. He continued reviewing the specifics of <br /> the flow schematic. There are three major public participant processes outside the meetings of <br /> discussion. <br />
