A service provider experiencing a water <br /> emergency and receiving emergency water <br /> transfers must agree to act expeditiously and <br /> adequately to mitigate and remove the causes of <br /> the emergency conditions. <br /> B. Non-Emergency Water Transfers <br /> Non-emergency water transfers are only permitted with the <br /> approval of the Orange County Board of Commissioners and <br /> the elected or appointed boards of the service providers <br /> providing the transfer.
