2
The attached Funding Status of 1999-09 Approved Capital Projects spreadsheet (page 4 of this
abstract) provides a funding summary for all County projects included in the most recent ten
year capital plan (including projects funded prior to fiscal year 1999-00). On June 21, the Board
extended until June 30, 2000 the expiration date for those projects that existed prior to fiscal
year 1999-00 and were due to expire on June 30, 1999. In addition, the Commissioners have
approved two county project ordinances this fiscal year—Affordable Housing Capital Project
Ordinance and County Facilities Roofing Capital Project Ordinance.
Several County capital projects were included in the approved CIP. These projects have
relatively small scopes of work or involve equipment and machinery purchases. In-house Public
Works staff can do the majority of the projects related to replacing HVAC equipment and
improving building systems. Historically, the County orders vehicles and major equipment
during the spring to coincide with State contracts. Timing is such that staff is ready to begin
work on the projects and place orders for equipment and vehicles. The chart below briefly
describes each project while the attached capital project*ordinances provide for the funding
outlined:
Capital Project 1999-00 CIP Funding Source
Appropriation
(as included in
the approved
1999-09 CIP)
Animal Shelter—replacement o RVAC units $12,000 '/Z cent sales tax
)f
Court Street Annex—install new electrical panels and provide $115,000 Y2 cent sales tax
for additional service
EMS1911 Center—replace BV,4C system $10,500 Y2 cent sales tax
Environmental Resources Conservation—purchase $150,000 1/2 cent sales tax and
environmentally sensitive lands or development rights in order to transfer from General
preserve open-space within the County Fund
Equipment and Records Storage—construction of an equipment $69,575 V2 cent sales tax
shelter far the Public Works Department
Equipment and Vehicles—provides funds to purchase vehicles $1,001,850 Y2 cent sales tax and
and major equipment for several County departments including grants
Sheriff, EMS and Motor Pool fleet replacements
Government Services Annex—replace retaining walls located at $10,000 Y2 cent sales tax
the rear of the building
Information Technology—purchase equipment, GISproducts, $970,000 Y2 cent sales tax and
address citizen access,professional services intergovernmental
revenues
Justice Facility Planning—professional services necessary to $100,000 Y2 cent sales tax
finalize plans
New Courthouse—replace carpeting and install security $50,000 Y2 cent sales tax
measures
