Chair Jacobs said that there was some discussion after the fact among the Planning <br /> Board about street lighting and Steve Yuhasz said that there are no plans at this time by the <br /> developer for street lighting. <br /> Chair Jacobs asked about septic systems flowing toward streams. Steve Yuhasz said <br /> that the systems, if they operate properly, would run down into the ground and be absorbed into <br /> the ground relatively close to the septic system trenches. There should not be septic runoff <br /> near the creeks. <br /> Chair Jacobs asked Geof Gledhill if he reviews Homeowners Association plans and <br /> Geof Gledhill said that they would review declarations of covenants associated with this project <br /> as well as the transfer of land to the association. <br /> Chair Jacobs asked if the agreements require that homeowners pump their septic tanks. <br /> Geof Gledhill said that it is not a standard as of now. <br /> Chair Jacobs said that people need to be educated about the need to pump the <br /> systems. <br /> Geof Gledhill said that this could be included if the developer wants it and the developer <br /> indicated that he would like that. The Health Department recommendation is to pump septic <br /> systems every five years. <br /> Commissioner Gordon asked Geof Gledhill about his opinion of this development. <br /> Geof Gledhill said that Mr. Swanson's opposition is sound but it goes to legislative <br /> decisions with respect to lot size. The way to address the concerns would be for the County <br /> Commissioners to decrease the density in this community. He said that the proposal fits within <br /> the consent order and also has open space that exceeds the requirements. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Carey to <br /> approve The Bluffs at Moorefields Preliminary Plan, in accordance with the attached Resolution <br /> of Approval. <br /> Chair Jacobs said that he lives at the other end of this road and they got a far inferior <br /> development that fit the County's ordinances. He said that this development is better and does <br /> exceed the requirement. He suggested that when the County Commissioners look at the Land <br /> Use Plan Update, that they will continue to look at rural character. <br /> VOTE: UNANIMOUS <br /> b. Next Steps on Farmers' Market <br /> The Board discussed next steps to be used in the administration and operation of a <br /> Farmers' Market at the Public Market House. <br /> Laura Blackmon said that this information was not completed in time to provide to the <br /> Board of County Commissioners, and thus it was late. She listed the attachments. She <br /> suggested that if the Board wants to open the Public Market House, then she could go ahead <br /> and contract with a Farmers' Market Manager, and then the issues of the by-laws, creation of <br /> the board, etc., could be discussed at the February 19th meeting. <br /> Commissioner Nelson made reference to receiving materials late and said that he has <br /> been complaining about receiving late materials for a year. He has reached a level of frustration <br /> and anger that this continues to happen. He said that this appears to be an old problem with <br /> the County. He said that he believes late issues have been addressed in the past few months, <br /> but this hinders him from doing his job. He said that staff expects the Board of Commissioners <br /> to come to meetings prepared. He does not want to have this conversation ever again, and he <br /> will vote against this tonight since he has not had time to read this. He is not directing this at <br /> the Manager. <br /> Commissioner Foushee asked about the process for contracting with a manager. Laura <br /> Blackmon said that staff has had some discussions with market managers in the area, and she <br /> is not interested in hiring anyone associated with the present farmers' markets. She said that <br /> this will be a position similar to what Jeff Thompson has as the project manager for construction <br />
