STATE MANDATED RESTRICTIONS ON EDUCATIONAL SUPPLEMENTS <br /> Motion was made by Commissioner Carey, seconded by Chair Marshall <br /> to approve the resolution as stated below: <br /> A RESOLUTION OPPOSING STATE MANDATED RESTRICTIONS <br /> ON COUNTY SUPPLEMENTS <br /> FOR EDUCATIONAL PERSONNEL <br /> WHEREAS, the State of North Carolina is responsible for the basic <br /> education of North Carolina pupils, and <br /> WHEREAS, the Orange County Board of Commissioners are committed to the <br /> constitutional guarantee of each pupil to an equal opportunity for an <br /> education, and <br /> 'WHEREAS, the Orange County School Merger Study Task Force has <br /> recommended this direction for Schools in Orange County to follow in <br /> pursuit of this educational objective, and <br /> WHEREAS, the Board of County Commissioners have for years pursued a <br /> voluntary policy which minimizes the difference in funding levels of the <br /> two school systems in Orange County, and <br /> WHEREAS, many citizens of Orange County voted to increase their local <br /> tax burden to provide needed resources above State funding levels, and <br /> WHEREAS, the additional resources are needed to keep pace with living <br /> costs and changing local needs of students, and <br /> WHEREAS, a Statewide mandated prohibition against county supplements <br /> would severely restrict local autonomy and limit ability to respond to <br /> unique local needs, and <br /> WHEREAS, such a State mandate would create significant pressure for <br /> immediate merger of local school systems in the same county without a <br /> corresponding infusion of new resources to accommodate such mergers, <br /> THEREFORE BE IT RESOLVED that the Orange County Board of Commissioners <br /> oppose any State legislative initiative which would prohibit counties from <br /> using local tax funds for supplements to educational personnel, <br /> BE IT FURTHER RESOLVED that copies of this resolution be forwarded to <br /> the appropriate State and local officials. <br /> Adopted this 20th day of January, 1987. <br /> VOTE: UNANIMOUS. <br /> E. ITEMS FOR DECISION - CONSENT AGENDA <br /> The County Manager recommended the following action by the Board: <br /> 1. SPACE STUDY - AGRICULTURAL BUILDING AND NEW COURTHOUSE - moved to <br /> itnemt F8 . <br /> 2. BID AWARD - AMBULANCE. REPLACEMENT - moved to item Fla. <br /> 3. COUNTY GOVERNMENT WEEK - moved to F9. <br /> 4. ADDITION OF STONEYCREEK ROAD IN STONEYCREEK SUBDIVISION <br /> To approve the addition of Stoneycreek Road to the State-main- <br /> tained road system. <br /> 5. RESPITE CARE BLOCK GRANT CONTRACT <br /> To approve the Respite Care Service Contract with the Triangle J <br /> Council of Governments effective January 1, 1987 through June 30, 1987 in <br /> the amount of $4,081.00 and authorize the Chair to sign. <br /> I I - i <br />
