L�4 <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> MINUTES - <br /> REGULAR MEETING <br /> JANUARY 20, -19.87 <br /> The Orange County Board of Commissioners met in regular session on <br /> January 20, 1987 at 7:30 p.m. in the courtroom of the old Post Office, <br /> Chapel Hill, North Carolina. <br /> BOARD MEMBERS PRESENT: Chair. Shirley E. Marshall and Commissioners <br /> Moses Carey, Steve Halkiotis, John Hartwell and Don Willhoit. <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County <br /> Managers Bill Laws and Albert Kittrell, Finance - Director Gordon Baker, <br /> Clerk to the Board Beverly A. Blythe, Planning Director Marvin Collins, <br /> Tax Supervisor Kermit Lloyd and Planner Greg Szymick. <br /> A. BOARD COMMENTS <br /> 1. Item Dl - Efland Sewer Resolution was moved E6a. <br /> 2 . Item F7 - Revaluation of Real Property as of January 14, 1987 was <br /> moved to the beginning of the Items for Decision. <br /> 3 . Item E2 - Bid Award - Ambulance Replacement was moved from the <br /> Consent Agenda to Items for Decision. <br /> 4. Item C Minutes was removed from the agenda. <br /> 5. An Executive Session was added for discussion of litigation <br /> matters. <br /> 6. A resolution opposing State mandated restrictions on county <br /> supplements for educational personnel was added to the agenda. <br /> 7. Commissioner Willhoit announced that the Committee of Three for <br /> Joint Planning met and will propose to the Committee of Eight that a <br /> public hearing be held on those issues relating to the swap of extra- <br /> territorial jurisdiction and the reconsideration of the Rural Buffer <br /> transition line. it is suggested that the Public Hearing be held on <br /> February 17 or 23 . <br /> 8. Commissioner Hartwell announced that an office automation package <br /> has been ordered by Data Processing and will enhance the capabilities of <br /> connecting onto the County system. <br /> 9. Commissioner Hartwell made reference to the Legislative Goals <br /> Conference and noted that Durham County is contemplating a land transfer <br /> tax. He asked to be kept informed of this endeavor. <br /> 10. Chair Marshall requested that the Board members review the legis- <br /> la+,ive package at the next meeting. <br /> B. AUDIENCE COMMENTS <br /> 1. MATTERS ON THE PRINTED AGENDA <br /> John Hunter requested to speak to item F2 and Ray deFriess <br /> requested to speak to item E2. <br /> 2 .
