<br />1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:December 11, 2012 <br />Action Agenda <br />Item No.11-c <br />SUBJECT: <br />Designation of Voting Delegate for All NCACC and NACo Meetings for <br />Calendar Year December 1, 2012-2013 <br />DEPARTMENT:PUBLIC HEARING: (Y/N)No <br />Board of Commissioners <br />ATTACHMENT(S):INFORMATION CONTACT: <br />Clerk's Office, 245-2130 <br />PURPOSE: <br />To consider the designation of Voting Delegate for all NOPrth Carolina <br />Association of County Commissioners (NCACC) andNational Association of Counties (NACo) <br />meetings for calendar year December 1, 2012-2013. <br />BACKGROUND: , <br />Historicallythe Orange County Board of Commissioners has designated a <br />voting delegate for all NCACC and NACo meetings for a particular calendar year. The voting <br />delegate for these organizationsis usually selectedin December of each year so that <br />information can be sent to these organizations in a timely manner. <br />For the NCACC voting delegate, the NCACC needstheinformation no later than January 11, <br />2013 because the NCACC holds its Legislative Conference on January 24-25, 2013. Article VI, <br />Section of the NCACC’s Constitution provides: <br />“On all questions, including the election of officers, each county representedshall be <br />entitled to onevote, which shall be the majority expression of the delegates of that county. <br />The vote of any county ingood standing may be cast by any one of its county <br />commissioners who is present at the time the voteis taken; provided, if nocommissioner <br />be present, such vote may be cast by another county official,elected or appointed, who <br />holds elective office or an appointed position in the county whose vote isbeing cast and <br />who is formally designated by the board of county commissioners.These provisionsshall <br />likewise govern district meetings of the Association. A county in good standing is defined <br />as onewhich has paid the current year's dues.” <br />NACo Elections & Voting Credentials <br />The NACo membership elects officersfor the association each year. The election of the <br />second vice president is usuallythe position that is contested. These elections occur during the <br />business meeting at the NACo Annual Conference. During the business meeting, counties also <br />vote on resolutions that set NACo legislative and association policy for the coming year. <br /> <br />
