3 <br />i.Net of requiredbuffers only 4.3useable acres remain <br />ii.Difficulty using convenience center and debris site simultaneously due to <br />convenience center existing entrancewayrequired to be used as debris site <br />entrance <br />iii.Needs incorporation of an adjacent parcel to becomelarger to be asuitable <br />long term site. <br />B)Future Northeast District Park - usable acres=43.3 (Schley Road sector) & 5.28 <br />Mincey Road sector) <br />1.Advantages: <br />i.Offers both a large site and small site to accommodate all types ofevents <br />ii.Good northern location <br />iii.Few adjacent residences on the southern portion <br />iv.Southern portionalready planned for future solid waste use (convenience <br />center);located6.3miles from central Hillsborough <br />2.Disadvantages: <br />i.Some residences adjacent to northern portion <br />ii.Conservation easement associated with the larger northern area prohibitsit <br />from beingutilized (could request Triangle Land Conservancy to consider <br />minor revision to easementto allow). <br />C)Future Millhouse Road Park - usable acres=8.1(minor clearing could expand size <br />toapprox. 14.9acres) <br />1.Advantages: <br />i.Location near area that typically generates the largest amount of vegetative <br />debris during a storm <br />ii.Near Solid Waste Department and easier to oversee <br />iii.Few adjacent residences <br />iv.Currently cleared area can be slightly expanded consistent with future park <br />development plansand make this site a more highly functional temporary <br />site <br />2.Disadvantages: <br />i.Existing irregularly shaped area would requireincreased <br />equipment/material oversight during an eventunless slightly expandedby <br />removing some adjoining small trees and brush <br />ii.Park would be developed at some point in the future <br />iii.Must respect roadway access easement <br />:B <br />ConclusionStaff is proposing that Site - Future North East Park (Mincey Road sector only) – <br />C <br />andSite - Future Millhouse Road Park as expanded - be authorized for permitting as <br />temporary storm debris management sites. These sites would be in addition to the small (4.9 <br />acres) existing permitted Eubanks Road landfill site. Staff does not recommend Site A at this <br />time due to its small size and entranceway conflict with the convenience center.Future park <br />Site B’s northern (Schley Road) sectoris currently prohibited from consideration by a <br />conservation easement. Emergency storm debris management site network capacity could be <br />significantly improvedby modifying the current conservation easement restriction on the Future <br />Northeast District Park’s northern (Schley Road) sectorallowing storm debris capacity in the <br />northern portion of the County for even the most grave of storm events. The Triangle Land <br />Conservancy is the holder of this conservation easement, which was required by the previous <br />owner as part of the purchase, to preclude solid waste activitieson this portion of the property. <br />This property is currently leased to an area farmer for agricultural use on a year-to-year basis. <br /> <br />
