The purpose of the plan is to be prepared to handle the quantities of debris <br />produced by severe storms such as an ice storm, major flood, hurricane or tornado. Solid <br />Waste staff unfortunately has considerable experience with managing major quantities of storm <br />debris as a result ofinvolvement with Hurricane Fran in 1996and the 2002/03ice storm. <br />Since those two major storm events, the existing County-owned area at Eubanks Road <br />availablefor receiving and processing loads of storm debrishas substantially diminished. The <br />state regulations governing emergency debris management siteshave also increased,the <br />County will soon haveinsufficient solid wastestaff available to conduct emergency operations <br />due to the closing of the landfill and accompanying staff reductions, and the rules relating to <br />Federal Emergency Management Agency (FEMA) funding have changed considerably. The <br />space available at Eubanks Road solid waste facilities is significantly less than during previous <br />major storm events due to the construction of landfill over previously unused land. FEMA <br />regulations and policies are much more detailed, restrictive andcomplicated as related to debris <br />management operationsand reimbursementeligibility. <br />Therefore staff is involved in development of a comprehensive planning effort to address these <br />issues and attempt to assure Orange County is proactively prepared to handle any likely severe <br />stormdebris impacts. In June of 2011 the BOCC approved a contract with Neel-Schaffer to <br />perform storm event operations monitoring and reporting in order to properly document to FEMA <br />so reimbursements can be maximized.
