2 <br />The Senior Transportation ExpansionAccess and Mobility Management (STEAMM) project will <br />address the unmet transportation needs of older adults in Orange County through the services <br />of a Mobility Manager who identifiescurrent resources, coordinatesinformation provision/ <br />referrals to consumers, and analyzesservice delivery gaps. The STEAMM project is proposed <br />as a collaborative venture between the Orange County Department on Aging, Orange County <br />and Chapel Hill public transit systems and various other non-profits and faith based <br />organizations within the County and volunteers who are willing to provide driving services to <br />older adults. A key component of the STEAMM project will be the identification of additional <br />transportation providers and collaboration which would result in expanded service to seniors in <br />Orange County.The Mobility Manager position may also help facilitate the transition to a <br />countywide ‘seamless’ para-transit system. <br />FINANCIAL IMPACT:July 1, 2013 through <br />The total funding forthe two yearperiod from <br />June 30, 2015 <br />for mobilitymanagement is $153,802.The grantfunding request to NCDOT for <br />the entire two year period would total $138,421, and the 10% local match over the two-year <br />period would be $15,381.The matching funds would be requested as part of each fiscal year’s <br />Department on Aging proposed budget.The proposed Mobility Manager position funded with <br />the grant would be a permanent time-limited position. <br />RECOMMENDATION(S): <br />The Manager recommends that the Board conduct thepublic <br />hearing to receive comments on the proposed grant submittal, direct staff to develop the grant <br />application,and authorize the Chair to sign the grant applicationand related certifications and <br />assurances, once completed by staff,for submittal by the December 28, 2012 deadline. <br />
