<br />1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:December 11, 2012 <br />Action Agenda <br />Item No.6-b <br />SUBJECT: Proposed Grant Submittal to the North Carolina Department of Transportation <br />(NCDOT)–Targeted Transit Assistance Program (TTAP) <br />DEPARTMENT:PUBLIC HEARING: (Y/N) <br />AgingYes <br />ATTACHMENT(S):INFORMATION CONTACT: <br />Janice Tyler, Aging Director,919-245- <br />4255 <br />PURPOSE: <br />To conduct a public hearing on a proposed grant submittal forNorth Carolina <br />Department of Transportation (NCDOT) 5310 funds – Elderly Individuals and Individuals with <br />Disabilities Program – and to authorize the Chair to sign the grant application and related <br />certifications and assurances. <br />BACKGROUND: <br />The North Carolina Department of Transportation is soliciting applicationsfor <br />Targeted Transit Assistance Program(TTAP) funds. The objective of these fundsis to provide <br />transportation services that meet the special needs of elderly persons and persons with <br />disabilities for whom mass transportation services are unavailable, insufficient or inappropriate. <br />NCDOT’s grant submittalprocess requires the local governing board to conduct a public hearing <br />on a potential requestprior to submittal, and the deadline for completed application to NCDOT is <br />December 28, 2012. <br />Thisgrant submittalwould addressthe need as identified in the 2012-17 Master Aging Plan <br />(MAP): <br />MAP Objective 2.5:Orange County will encourage transportation services that <br />enable community mobility for older adults. Strategy 2.4.3 recommends that the <br />Department on Aging in collaboration with the Orange County Planning Department <br />designate an aging-related Mobility Manager to coordinate with other transportation <br />providers to assist older adults across Orange County. <br />NCDOT has funding available to address this need, which was also identified in the Durham- <br />Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO) Coordinated Public <br />Transit – Human Service Transportation Plan. <br /> <br />
