2 <br />Association is a cooperative purchasing program that meets the statute.Staff recommends <br />using thisexisting bidfrom which the original seven (7) ambulances were purchased. <br />The newly-designed units have proven to be very safeand effectivevehicles regards to the <br />originaldecision points (below) used to develop specification criteria when purchasing the <br />original new fleet additions in 2010. During the first yearof service, the newly-designed units <br />have a lower cost per mile than the first yearof service of the older fleet units (Ford F-450) <br />ambulances. <br />The following decisionpoints were considered in this request: <br />All ambulance purchases would conform to 2010 emissions standards leading to <br />decreasedgreenhouse gas emissions; and, <br />Ambulances will be purchased with medium duty chassis and drivetrainsto increase <br />service uptime. <br />Medium Duty drive-trains are more capable ofhandling on scene idling, have stronger <br />braking, cooling and suspension components and are critical for a system such as <br />Orange County with increasing callvolume; and, <br />Purchases willdemonstrate a continued focus on crew and patient safety; and, <br />The new ambulances would be capable ofoperating on a diesel fuel blend ofup to <br />twentypercent bio-diesel(B-20). <br />The newambulance will incorporate technology improvements that staff is currently <br />implementing in the current fleet related to response improvementsusing Automatic Vehicle <br />Location (AVL), which allows E911 communicators to dispatch the closest unit resulting in <br />decreased response times, reduced fuel consumption and faster patient access and care. <br />The goal of this purchase is to create a turnkey solution allowing the new ambulances to be <br />received by Orange County ready for immediate service.This purchaseincludeskey pieces of <br />equipment in addition to theambulance. The radio system will bepurchased, programmed, and <br />drop-shipped to theambulance manufacturer. Stretchers and stair chairs are both critical <br />equipment assisting crews in the safelifting andmoving patients over varied terrain and in <br />differenttypes of structures.All of this equipment is specified to match the existing fleet and <br />three new ambulances approved in 2010 with the addition of hardware to run AVL. <br />FINANCIAL IMPACT: <br />The purchaseprice of the ambulance is $185,280.41and $37,953for <br />equipment for a total of $223,233.41. Sufficient funds were allocated in the adopted FY 2012- <br />2013Vehicle Replacement Internal Services Fund and the Emergency Services budget <br />(equipment) topurchase the ambulance. <br />RECOMMENDATION(S): <br />The Manager recommends the Boardapprove and authorize <br />Emergency Services and Financial Services staff to proceed with the immediate plan to <br />purchaseone (1) ambulancefrom Excellance, Inc. and execute the appropriate paperwork. <br /> <br />
