Montes de Oca, Emergency <br />Ambulance Performance ComparisonServices, 919-245-6100 <br />Darshan Patel,Emergency Services, <br />919-245-6100 <br />Clarence Grier,Finance and <br />Administrative Services, 919-245- <br />2453 <br />Jeff Thompson,AMS, 919-245-2658 <br />PURPOSE: <br />To approve the purchase of one(1) ambulancefromExcellance, Incorporated of <br />Madison, Alabama. <br />BACKGROUND: <br />In 2008, Emergency Services and Asset Management ServicesFleet <br />Management developed a long termsolution to the long list of mechanical and design problems <br />that the older, light-dutyfleet experienced – poor fuel mileage, repeated breakdowns, long <br />repair turn-around times,major system failures and poor reliability. In 2010, the Board <br />approved the purchase of four (4) ambulancesto begin the replacement cycle. In October of <br />2011 the Board approved the purchase of three (3) additional units. <br />Through this request, Emergency Services continues to upgrade its ambulance fleet from eight <br />Ford F-450light-duty units to vehicles that are better suitedto address the needs of the <br />department. Theproposed new ambulance will replace one of the four remaining F-450 units. <br />Changes, such as a larger chassis, dual power climate control systems and the ability to utilize <br />bio-diesel fuel mixtures, are all features that will ensure a safer, more reliable fleet.This <br />request is in conjunction with the recommendation in the recent Comprehensive Assessment of <br />Emergency Medical Services report and was endorsed by the Emergency ServicesWorkgroup. <br />North Carolina General Statute 143-129(e)(3)allows localgovernments to make purchases <br />without aseparate bidding procedurewhen made through a competitive bidding groups’ <br />purchasing program, which is a formally organized program that offers competitively obtained <br />purchasing services at discount prices to two or more public agencies.
