1 <br /> Information Item <br /> 11/26/12 <br /> Memo to: Assembly of Governments Members <br /> From: Jeff Thompson, Director, Orange County Asset Management Services <br /> RE: Southern Orange County Government Services Campus Master Plan <br /> cc: Frank Clifton, Orange County Manager <br /> This past October, the Orange County Board of County Commissioners ("BOCC") approved a <br /> master plan and associated development guidelines that will hopefully govern the development <br /> of its 34 acre Southern Orange County Government Services Campus located at 2501-2599 <br /> Homestead Road in Chapel Hill. This campus currently houses the Southern Human Services <br /> Center, the Robert and Pearl Seymour Center, and Project HomeStart. <br /> Orange County is currently working with the Town of Chapel Hill to reach a mutually beneficial <br /> Special Use Permit modification ("SUP-M")that will guide use of this site to the tenets of the <br /> overall master plan. <br /> County staff work on this initiative began in early in 2012. In the spring of this year, the Board <br /> authorized the engagement of Clarion Associates to spearhead the development of a master <br /> plan with several objectives: 1) to deliver convenient, sustainable, cost-efficient government <br /> services to the residents of southern Orange County; 2)to provide long-term development <br /> predictability for the site; 3)to align Town and County values; and 4)to promote shared Town <br /> and County planning objectives. <br /> Staff and Consultant have had several encouraging discussions throughout the spring and <br /> summer with members of the Chapel Hill planning staff on the project. Staff has conducted two <br /> public input meetings as well as several walking tours of the property. <br /> Staff is currently in the process of applying for this SUP-M and has recently taken the first step <br /> by presenting the plan and its guidelines to the Town of Chapel Hill Community Design <br /> Commission on November 28, 2012.
