� 90 <br /> D . / <br /> GREENE TRACT WORK GROUP � - <br /> A RESOLUTION REPORTtNG THE RECOMMENDED CONCEPT PLAN FOR THE <br /> PORTION OF THE GREENE TRACT THAT REMAINS IN JOINT�WNERSHiP <br /> • WHERE4S, Orange Caurity and fhe Towns of Carrbaro and Chapet Hill acquired the properLy <br /> known as the Greene Tract in 1984 as an asset of the joir�f solid waste managemer�t system; <br /> and <br /> � WHEREAS, �le to 60 acres Qf this property was de�eded exdusively to Orange Courdy in 2000 <br /> under provisions af the 1999 interiocal°Agreement for SoEid Waste ManagemenY; and . <br /> WHEREAS, under the same iriferlocal agreement the CouMy and Tovms agreed'to bargain in <br /> good farth during the fwo year period following the effective date of the agreement to detetmine <br /> the ultimate use or disposition of the ba(ance af the acreage on the Greene Trac� and . <br /> WHEREAS,the end date of the�trargaining period°as deftned in the agreemerrt was April 17, <br /> 2002, the secand anniversary af the date upon which the CouMy assumed overali responsibitity <br /> � for sofid waste management in Orange Counfy; and <br /> WHEREAS.the Greene Tract Work Group considered direction from the r�spective goveming <br /> . boards, comments from interested atizens and organ'�ations, and information developed by <br /> staffi in response ta Work Group inquiries in developing a recommended concept plan for the <br /> balance of the Greene Tract; and <br /> WHEREAS��he Work Group reported to alf three goveming boards in a resofufion dated March <br /> 21, 2002 that it had reached substar�iaf agreement on a cancept plan providing for <br /> approximately 78 acres to be earmariced far open saace protected by conservation easemer�ts <br /> and approximately 15 acres to be earmarked for afiforclable housing but had not yet reached � ' <br /> � agreemerit regarding what designation should be placed on fhe remaining 11 acres; and <br /> WHEREAS�the Work Graup had recommended in that March 21� 2002 resolution fihat the <br /> following addi�onal steps be taken: <br /> • Tfie area shovm on the concept plan as open space shouki be protected by executing a <br /> conserva�ion easement befween appropriafe parties <br /> • The Board af Counfy Commissioners should consider protecting �s 60 acxe portion of the <br /> Greene Tract by execufing a consenration easemer�t with an appropriate Erarty <br /> • The Chapel Hill Town Counal should consider infiafing a small area planning process to <br /> examine desirable land uses for the Purefay Road area <br /> • The praperiy should be renamed in a manner that recagnizes the significance of this area as <br /> the headwaters for three important streams (Botin Creek, Old Fiefd Creek, and Boofcer <br /> Creek) � <br /> • The goveming boards should take nate af the pubiic investment aiready made in the generaf � <br /> vicinity af the Greene Tract, as cataloged in an accompanying table; and <br /> WHEREAS, the governing baards of all three jurisdictions approved resolutions exfending the <br /> bar�aining period beyand April17. 2002 in order to allow the Greene Tract Wark Group <br /> addifiona!time to try to reach consensus on the basic uses to be estabtished for the <br /> approximately 11 acres at that time unresoived; and <br />
