Orange Caunty and i�e Towns of Can�boro and Chapel Hill to resoive the�disposi�on of the . remaining 109 acxes of the Greene Tract. • BACKGROUND: The solid waste management inter{ocal agreement signed by the CouMy and Towns in September 1999 and amended in March 200U tays out parameters under which � the Greene Tract owners will resolve the ultimate disposition of the 109 acres of that parcef that rernain in joint ownership. The agreement also addresses how the Solid Waste/Landfill � . Operatians Enterprise Fund is to be reimbursed if the property�is put to uses that are not related to the salid waste enterprise: The agreemerrt antiapates that"the Greene Tract owners witl , reach agreement on the disposi�ion af the properly during a bargaining period that would conclude on Apri117. 2002 (the two year anniversary af the effective date upon which Orange �ounty assumed overall responsibiliiy for solid waste managemer�t in Orange County). � In pr•eparatian for fhe April 19. 2001 Assembly of Govemmenfs mee�ing, �he County and Town Managers caUaborated to prepare a patential framework for resohring the disposition of the Greene Tract. There was insufficient�me for�e goveming baands to dtscuss the topic at that meebng, bu#the item was carried forward for BOCG discussion at their April 25 work session. The BOCC fe{t that the work group should be limited to iwo elected atficials from each o#the three goveming boards, as members of all three boards are already well familiar with the issues involved with the Greene Tract. The BOCC also discussed acxelera�ng the timeNable far comple�on of the proc:ess. The Board discussed, but did not reach a oondusion, on whether, fn addi�on to "open space°the genera(uses c�ed for the Greene Tract should indude `affardable housing'and °schoals", or a designafion such as�non-solid waste public purposes".
