68 <br /> WHEREAS, the end date of the"bargaining period"as defined in the agreement is Aprii 17, <br /> 2002,the second anniversary of the date upon which the County assumed overall responsibil'�ty for <br /> . sotid waste management in Orange County; <br /> NOW,THEREFORE, BE IT RESOLVED THAT the Orange Couniy Board of Commissioners does <br /> hereby affirm the considerafion of the Greene T�act for open space, affordable housing, schooi sites, <br /> and non-solid waste pubtic purposes; and <br /> BE tT FURTHER RESOLVED THAT the Orange County Board of Commissioners does F�ereby affirm <br /> the following poirrts as the process to be pursued jointiy with the Towns of Carrboro and Chapel Hitl to <br /> resolve the disposition of the remaining 109 acres of the Greene Tract <br /> • Ail three goveming boards adopt a formal resolution affirming the general proposed uses <br /> of the property they wouid be willing to consider <br /> • Consideration of uses should be based on the cultural and biological resources <br /> assessment reports that were produced regarding fihis property <br /> • Jointly appoint a working group comprised of two elected officials from each of the three <br /> entities <br /> • Each Manager assigns specfic staff to support the work group in planning difFerent . <br /> options, consistent with the general direciion from the three goveming boards <br /> • Hold a pubtic forum on the general uses affirmed by the three goveming boards during the <br /> eariy part of the process . <br /> • Consider the use of consultants to assist in developing a realistic site analysis and <br /> pretiminary land use plan <br /> • Refer the options developed to each of the three jurisdictions' Planning Boards for <br /> comment . <br /> • Try to develop opfions that provide as much specficiiy as possible(e.g. roadbeds, utiliiy <br /> lines, drainage, building footprints, buffers, etc) <br /> • Target completion of the work group recommendations during September-October 2001 <br /> • Target reaching agreement among all three goveming boards on the disposition of the <br /> remaining 109 acres befinreen October—December 2001 � <br /> This, the 1�day of May 2001. <br /> VOTE: UNANIMOUS " <br /> Commissioner Carey and Commissioner Brown volunteered to serve on this work group. <br /> e. Drinkin4 Water Week <br /> ^ The Board considered proclaiming May 6-12 as Drinking Water Week. <br /> Chair Halkiatis said that there would be a histaric meeting on May 15�'where the County <br /> ' Manager, the Chair,the Vice-Chair,the Couniy Engineer, and fihe County Attomey wilt travel to the <br /> Orang�Alamance Water headquarters.
