He added a section,verbatim . <br /> from the IetEer that was written to the inayors,the language as fotlows: "The Parties acknowledging and <br /> support the Couniy's position.,that as operator of so(id waste operations it may,despite diligent efforts to <br /> explore altematives, settle upon the area on and proximate to the existing closed landfill site on Eubanks <br /> Road as the location for additional sofid waste facilities." <br /> - The second change was to rewrite the effective date, efiminating altogether the tinkage befween <br /> the effective date and the rezoning of the 60 acres of the Greene Tract,and saying that the effective date <br /> of this agreement and the Couniy's taking over of the sotid waste responsibilfies in Orange County would <br /> follow the last of finro events-the approval of this amendment to the interlocal agreement and the � <br /> agreement on the boundaries of the 60 acres that will be transferred to the County. The net effect of this change is that the 60 acres will not be available <br /> under present zoning regulations for any solid waste activity that involves a structure. Also,the deed <br /> restriction would not permit any burial of solid waste on the site. <br /> Lastfy, he recommended some clean-up changes regarding tFie advisory board. He said that the <br /> reimbursement concept that is in the agreement relates solely to the 109 acres. <br /> Commissioner Brown made reference to the advisory board�and asked if elected officials could <br /> serve on the Solid Waste Advisary Board and she was told yes. She does not think that elected officiats <br /> should be allowed to serve on the advisory board. <br /> Corrmmissioner Jacobs clarified that there was no provision within this proposal that would in any <br /> way presuppose that solid waste operations would take pface on the 60 acres: <br /> Commissioner Gordon questioned point number one in the efFective date and asked if"goveming <br /> board°was referring ta the County or if it should be plurat. <br /> Geof Gledhill said that the goveming board af each owner must both approve and execute the <br /> agreemen� <br /> Commissioner Gardon questioned point number four,'by amending the date in the first <br /> paragraph of Part T'and suggested saying,"one month after the effective date of this agreement" <br /> Commissioner Gordon made reference to the poirit raised by Commissioners Brown and Jacobs <br /> about having elected officials on the SWAB and said that she does not feel that an elected afficEal should <br /> be an this advisory board. <br /> Commissioner Jacobs suggested asking the Chair when he meets with the mayors fo see if they <br /> have any objection to changing this part of the agreement to eliminate appointing elected officials to the <br /> advisory board. <br /> Commissioner Halkiotis said that he feels that if there is any elected official on any board that <br /> wants to serve on this Board that they shoufd be allowed to do so. <br /> Chair Carey does not have a problem with having an elected official on the advisory board. <br />
