He writes, <br /> "First, that, as the utilities system is self-financing, it must be operated as a <br /> business with commensurate authority and public accountability, but freed as much as <br /> possible from political winds; Second, that it would serve the needs of all of its customers <br /> (municipal, corporate, business and individuals) in an equitable and sensitive manner; <br /> Third, that it would maintain sound professional management that would seek to give <br /> high quality service at the lowest possible cost; Fourth, that it would be proactive in <br /> planning and action in anticipation of future needs."
