13 <br /> FORWARD <br /> (Written in 1994) <br /> The following pages document the history of the City/County Utility Commission of <br /> Winston-Salem and Forsyth County. It begins with the formation of the Commission in <br /> 1976, describing events and individuals who have contributed to its creation and growth. <br /> What this glimpse does not capture is the dramatic sense of empowerment to staff <br /> members by the Utility Commission. In the early days of the Commission, I was a <br /> frequent visitor to John Watlington's office where he so clearly stated the expectations he <br /> had for the Commission. His confidence, trust and support were very clearly given. <br /> Although not spoken, it was just as clear that failure was not an option. Other <br /> commissioners, especially that first group of committee chairmen, were smart, <br /> hardworking business people who made tough decisions which created the opportunity <br /> for us to accomplish heights beyond our expectation. It is this contribution by former <br /> Utility Commission Members that has positioned the organization to be one of the few <br /> AAA bonds rated public utilities in the United States. <br /> This community is indebted to those members who have given their energy and <br /> commitment to create the successful organization we have today. Moreover, the staff is <br /> grateful for the leadership provided by former Commission Members, as well as their <br /> contributions to staff's professional development. <br /> It is important to appreciate the legacy inherited from those who worked so diligently to <br /> build a solid foundation for the City/County Utility Commission.
