<br />APPROVED 1019/2007 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />September 6, 2007 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Thursday, <br />September 6, 2007 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North <br />Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr. and Commissioners <br />Valerie P. Foushee, Alice M. Gordon, and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: Mike Nelson <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br />Managers Willie Best and Gwen Harvey, and Clerk to the Board Donna S. Baker {All other staff <br />members will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />1. Additions or Changes to the Agenda <br />An updated Orange County water level report was given to the Board of County <br />Commissioners. <br />Chair Carey asked the Board of County Commissioners to consider moving Board <br />Comments to after the public comments section tonight, and the Board agreed. He would like to <br />recognize the Register of Deeds and her staff. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2. Public Comments <br />a. Matters on the Printed Agenda <br />(These matters were considered when the Board addressed that item on the agenda below. <br />Board Comments <br />Commissioner Foushee - no comments. <br />Commissioner Jacobs said that he attended a meeting last night and he said that when <br />the County sent out pre-planning information for disasters last year, he believes that the Board <br />meant to say to the public that if pets were brought to the shelters, that it would be the policy <br />that the pets would be sheltered. He said that apparently, the County does not shelter pets, but <br />they get shipped somewhere else. He said that there is na Memorandum of Understanding with <br />
