Donna Coffey said that it is a way to maximize the uses of the available revenues and <br />make them work far everyone involved -for operating and capital. <br />Laura Blackmon said that the other issue that is part of this is increasing the value of one <br />penny. This can be done by broadening the tax base or having property values rise. She said <br />that rising property values is creating hardship for many citizens. She said that economic <br />development and broadening the tax base is something that the County should really consider. <br />Commissioner Gordon made reference to the chart and said that she will have to ponder <br />it and see how it pays down the debt service. She is glad that the Manager is trying to take a <br />fresh look and examine the old assumptions. <br />Commissioner Jacobs said that Commissioner Foushee summed up the benefits well. <br />He said that he would like to include a discussion of revaluation every two years versus every <br />four years. He made reference to economic development and said that this Board has been <br />working hard to put it in a position with the municipalities that provide water and sewer to where <br />economic development can finally happen. He thinks that people misunderstand how much the <br />Board has tried to move this forward to get to this position of diversifying the tax base. <br />Chair Carey said to share the chart with school collaboration group. <br />?.
