<br />APPROVED 911 912 0 0 7 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />August 21, 2007 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Tuesday, August <br />21, 2007 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr. and Commissioners <br />Valerie P. Foushee, Alice M. Gordon, Barry Jacobs, and Mike Nelson <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and Brian Ferrell <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br />Managers Willie Best and Gwen Harvey, and Clerk to the Board Danna S. Baker (All other staff <br />members will be identified appropriately below) <br />NOTE: <br />1. Additions or Changes to the Agenda <br />None. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2. Public Comments <br />a. Matters not on the Printed Agenda <br />Dan McGrew presented some photos of two properties in Orange County on the same <br />street. He said that there is a problem that there is no code in the County requiring property <br />owners to maintain their property in a proper manner. He said that if there is a higher end <br />property and there is a junkyard near it, then there is na recourse. He said that his property <br />value has decreased because of this problem and so have others in the same area. He said <br />that when appraisals are made, the appraiser has to came up with three comparables. <br />Currently, the appraisers are being told to take the lowest comparables for this area. He said <br />that he has had four ready buyers walk away because of the junkyard that is near his property. <br />He said that the County has no recourse except the Board of County Commissioners putting an <br />ordinance through to make property owners keep up their property. He said that he has gone to <br />Planning and the Magistrate's office, to no avail. <br />Chair Carey said that the County does have rules and regulations about appropriate <br />uses of property. He said that this would be forwarded to the staff. He said that junkyards are <br />very difficult to address. <br />Beverly Blythe said that she would like to wait until after the other presentation and the <br />other presenter objected to this. <br />
