A AV CS-2 <br /> Jl-2© y Z <br /> a-- Application for North Carolina Education Lottery Proceeds for Oran-Cie <br /> County Schools (OCS) and Contingent Approval of Budaet Amendment#4-A Related <br /> to OCS Capital Project Ordinances <br /> The Board approved and authorized the Chair to sign the application for NC Education Lottery <br /> Proceeds; and approved Budget Amendment#4-A receiving the Lottery Funds and the <br /> amended OCS Capital Project Ordinances, contingent on the State's approval of the <br /> application. <br /> ha Proposal to Up-grade the Audio Visual Equipment at Southern Human <br /> Services Center, and Approval of Budget Amendment#4-1B <br /> The Board approved the proposal by Sound Advice, Inc. to upgrade the proposed AV <br /> equipment at SHSC, and approved Budget Amendment#4-B. <br /> i. Authorization and Issuance of Up to $20,000,000 General Obliaation <br /> Refundina Bonds <br /> The Board adopted a resolution, which is incorporated by reference, authorizing the issuance <br /> of general obligation refunding bonds in the maximum amount of$20,000,000 to refinance <br /> existing County bonds. <br /> L Proposed Land Donation by Dennis and Linda Brooks <br /> The Board accepted the donation of a 1.07-acre parcel in Cheeks Township from Dennis and <br /> Linda Brooks for open space and recreation purposes and authorized DEAPR staff to work <br /> with Dennis and Linda Brooks and the County Attorney to prepare a deed for the transfer of <br /> the subject property to Orange County. <br /> k. Terradotta, LLC Lease Renewal—501 W. Franklin Street; Suites 105 and <br /> 106 <br /> The Board renewed a lease with Terradotta, LLC for Suites 105 for$10,728 per year and Suite <br /> 106 for $6,432 per year at 501 West Franklin Street through December 2, 2013 and authorized <br /> the Chair to sign. <br /> 1. Buckhorn Mebane Utilities Phase 2 Project Easements <br /> The Board authorized the Chair to sign easement documents on behalf of the Board; <br /> authorized the payment of negotiated easement value to individual property owners; and <br /> authorized the County Attorney's office to proceed with legal acquisition of utility easements <br /> with court filings, as necessary. <br /> M. Housing Bond Program — Rusch Hollow <br /> The Board awarded housing bond funds in the amount of$144,304 to Habitat for Humanity for <br /> the construction of a rental duplex in the Rusch Hollow subdivision. <br /> n. Senior Care of Orange County, Inc.—Revised BY-Laws and Lease <br /> Agreement <br /> This item was removed and placed at the end of the consent agenda for separate <br /> consideration. <br /> 0. Amending the County Manager's Employment Contract <br /> The Board approved the amendment of the County Manager's employment contract to allow <br /> for an amended hire date and a travel allowance. <br /> 6. Public Hearinas <br /> a. Smoke Free Public Places <br /> The Board conducted a public hearing to receive comments from the public regarding <br /> smoke free public places and considered approval, by Ordinance, of the Orange County Board <br /> of Health's Smoke Free Public Places Rule adopted by the Board of Health on October 24, <br /> 2012 and authorizing the Chair to sign. <br />
