APPROVED 911 912 0 0 7 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />BUDGET WORK SESSION <br />Thursday, June 21, 2007 <br />(Re-Convened from June 18, 2007) <br />The Orange County Board of Commissioners met for a Budget Work Session on <br />Thursday, June 21, 2007 at 7:00 p.m. at the Southern Human Services Center in Chapel <br />Hill. N.C. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Valerie Foushee, Alice M. Gordon, Barry Jacobs and Mike Nelson <br />COUNTY COMMISSIONERS ABSENT <br />COUNTY ATTORNEY PRESENT: Geof Gledhill <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br />Managers Willie Best and Gwen Harvey, and Clerk to the Board Donna S. Baker (All <br />other staff members will be identified appropriately below) <br />1. Opening Comments <br />A motion was made by Commissioner Foushee, seconded by Commissioner <br />Jacobs to go into closed session at 7:04 p.m. for the purpose af: <br />"To instruct staff concerning the position to be taken on behalf of the County in <br />negotiating the material terms of a proposed contract to lease real property for County <br />office space, PIN # 9864-80-7829," pursuant to NCGS Section § 143-318.11(a){5}. <br />VOTE: Ayes, 4; Na, 1 (Commissioner Nelson} <br />RECONVENE INTO REGULAR SESSION: <br />A motion was made by Commissioner Gordon seconded by Commissioner <br />Jacobs to adjourn into regular session at 7:30 p.m. <br />VOTE: UNANIMOUS <br />Chair Carey said that there are some upcoming meetings related to the <br />comprehensive plan. The first is on July 31St, which is an open house at the Planning <br />and Agriculture Center at 306-F Revere Road. There is also a comprehensive plan <br />public information meeting on August 7th at New Hope Elementary School from 7:00 - <br />9:00 p.m. <br />Chair Carey said that there were some residents in Efland that were concerned <br />about the pump and haul sewage contractor putting sewage an US 70 and Tinnen Road. <br />The Board of County Commissioners approved this in the process of constructing the <br />middle school and the economic development district. The residents were concerned <br />that this was still going on. He contacted Health Director Rosemary Summers and the <br />Health Department, and he commended them for jumping on this issue. He said that the <br />permit for the school has not been approved by the State and the pumping and hauling <br />
