WHEREAS, Chapel Hill Transit is a public transit provider in Orange County funded by the <br /> communities of Chapel Hill, Carrboro, and the campus of the University of North Carolina at <br /> Chapel Hill, and <br /> WHEREAS, Chapel Hill Transit serves the Orange County communities of Chapel Hill, <br /> Carrboro, and the University of North Carolina at Chapel Hill, as well as scores of rural Orange <br /> County families who work in our communities, and <br /> WHEREAS, Chapel Hill Transit serves a population of over 90,000 persons and provides 7 <br /> million rides annually, and <br /> WHEREAS, Chapel Hill Transit and its supporting partners have supported the legislation to <br /> provide local option tax, and <br /> WHEREAS, Chapel Hill Transit and its partners participated in the development of the Bus and <br /> Rail Investment Plan in Orange County, and <br /> WHEREAS, the Public Transit Committee of Chapel Hill Transit consists of representatives of <br /> the Town of Chapel Hill, the Town of Carrboro and the University of North Carolina at Chapel <br /> Hill; <br /> NOW THEREFORE BE IT RESOLVED <br /> The Public Transit Committee of Chapel Hill Transit has endorsed the Bus and Rail Investment <br /> Plan in Orange County and the allocation of funds recommended in that plan; <br /> The Public Transit Committee cannot support an Implementation Agreement that <br /> unnecessarily restricts Chapel Hill Transit's ability to operate the transit system in a manner <br /> responsive and responsible to the interests and needs of the riders and citizens of our <br /> community. <br /> The Public Transit Committee encourages the development of an implementation agreement <br /> that is consistent with the Bus and Rail Investment Plan in Orange County and includes <br /> appropriate representation from all entities affected by the Bus and Rail Investment Plan and <br /> the associated referendum. <br /> This the 18th day of September, 2012. <br /> Commissioner Jacobs made reference to item #1 in the draft implementation plan and <br /> said that he believes the Burlington-Graham MPO is not interested in being a part of this <br /> implementation agreement. <br /> Craig Benedict said that this is correct. <br /> Commissioner Hemminger asked Wib Gulley to come forward and said that she would <br /> be ok with having the MPO as a third party if there were stipulations that two groups could not <br /> outvote the third group. All three have to be in agreement or the process does not go forward <br /> or a change does not happen. She said that it is implied that this is true in Section 11, but not <br /> really. <br />
