Attachment 5 <br /> August 27, 2012 Quarterly Public Hearing 78 <br /> Minutes—Except <br /> APPROVED 10/1612012 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> ORANGE COUNTY PLANNING BOARD <br /> QUARTERLY PUBLIC HEARING <br /> August 27, 2012 <br /> 7:00 P.M. <br /> The Orange County Board of Commissioners and the Orange County Planning Board <br /> met for a Quarterly Public Hearing on Monday, August 27, 2012 at 7:00 p.m. at the Central <br /> Orange Senior Center, Hillsborough, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Bernadette Pelissier, and Commissioners Alice <br /> Gordon, Barry Jacobs, Valerie Foushee, Pam Hemminger, Earl McKee, and Steve Yuhasz <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEY PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Manager <br /> Michael Talbert, and Deputy Clerk to the Board David Hunt(All other staff members will be <br /> identified appropriately below) <br /> PLANNING BOARD MEMBERS PRESENT: Chair Larry Wright, and Planning Board members <br /> Pete Hallenbeck, Andrea Rohrbacher, Maxecine Mitchell, Tony Blake, Rachel Phelps Hawkins, <br /> Alan Campbell, and Johnny Randall <br /> PLANNING BOARD MEMBERS ABSENT: H.T. "Buddy" Hartley, Lisa Stuckey, Dawn Brezina, <br /> Chair Pelissier called the meeting to order at 7:01 PM. She asked for a motion to add a <br /> closed session at the end of the meeting. <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner Hemminger <br /> to add closed sessions after the public hearing: <br /> 1. Per N.C.G.S. 143-318.11(a)(3): To Consult with the Attorney to protect the <br /> attorney-client privilege. <br /> 2. Per [N.C.G.S. 143-318.11(a)(5)] To establish or instruct the staff or agent <br /> concerning the negotiation of the price and terms of a contract concerning the <br /> acquisition of real property <br /> 3. Per [N.C.G.S. 143-318.11(a)(4)]: To discuss matters relating to the location or <br /> expansion of business in the area served by this body. <br /> 4. Per [N.C.G.S. 143-318.11(a)(6)] : To consider the qualifications, competence, <br /> performance, condition of appointment of a public officer or employee or <br /> prospective public officer or employee. <br /> VOTE: UNANIMOUS <br /> OPENING REMARKS FROM THE CHAIR <br /> A. PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br />
