A recommended condition of approval is the applicant secure final <br /> approval for dumpster location from Orange County Solid Waste prior to the <br /> commencement of earth disturbing activity. <br /> d. Spacing between individual storage units, as well as the width of access lanes, had <br /> been widened to address concerns expressed by Orange County Emergency <br /> Services and Planning staff (please refer to Attachment 3 for e-mail from Mr. David <br /> Sykes of Orange County Emergency Services). <br /> e. Impervious surface issues had been addressed. Staff had determined a <br /> development permit would be recorded in the Registrar of Deeds office specifically <br /> identifying impervious surface limits for the REDA-CZ-1 district and Mr. Chandler's <br /> remaining property. This permit will be recorded prior to the commencement of <br /> earth disturbing activity. <br /> The BOCC provided additional direction to the Planning Board on the following issues: <br /> • Land Use Buffer: <br /> i. BOCC members asked for pictures to be taken of the surrounding area and <br /> other self-storage facilities in the County to aid the Planning Board in its <br /> deliberations. Utilizing these pictures, the BOCC has asked the Planning <br /> Board to determine the appropriateness of the proposed land use buffer(s). <br /> Please note the applicant has provided some pictures on the submitted site <br /> plan and within their written response contained within Attachment 2 of this <br /> abstract. <br /> ii. The majority of the Board indicated the proposed land use buffer along the <br /> southern property line and Mile Branch was sufficient. <br /> iii. There was not consensus on the proposed land use buffer along NC Highway <br /> 57. While a majority of the Board expressed satisfaction with the applicant's <br /> proposal, others indicated a more intense buffer would be appropriate. <br /> • Installation of a well: <br /> i. BOCC members continued to express their desire for a well to be installed, <br /> specifically providing a 'hose bib'for building and landscape maintenance. <br /> During the meeting the applicant's engineer, Mr. Chad Abbott of Summit <br /> Engineering, indicated installing a well for anything other than landscape <br /> maintenance and/or cleaning of storage units (i.e. hand washing) might not be <br /> possible. If a sink were installed to allow for employees to 'wash their hands' <br /> discharge from the sink would have to go into a septic system for treatment. <br /> The main issue being there is no soil on the property to install a septic system. <br /> The BOCC indicated they understood and suggested the applicant could <br /> address `hand washing'through alternative means. <br /> ii. Mr.Abbot indicated the installation of a well could be cost prohibitive. <br /> The BOCC requested staff obtain a memorandum from Mr. Tom Konsler of <br /> Orange County Environmental Health outlining costs associated with installing <br /> a well (please refer to Attachment 3) <br />
