Findings of Fact Worksheet <br /> PURPOSE: To make a recommendation to the BOCC on a Class A Special Use Permit (hereafter <br /> `SUP') application submitted by David Weekly Homes LLC proposing a 26 lot single-family <br /> residential development off of Mt Sinai Road in accordance with the provisions of Section(s) 2.7 and <br /> 5.15.6 of the Unified Development Ordinance(hereafter'U DO'). <br /> BACKGROUND: This item was presented at the August 27, 2012 Quarterly Public Hearing. <br /> Materials from the public hearing can be found using the following link: <br /> hftp://orangecountync.gov/OCCLERKS/120827.htm <br /> Public Hearing: During the hearing, the following comments/questions were posed concerning the <br /> application: <br /> • An adjoining property owner expressed concern over the proposed community well and <br /> potential impacts on adjacent property owners. <br /> A BOCC member expanded on this comment and expressed concern over well recharge <br /> rates in the area and inquired about the anticipated completion of a comprehensive <br /> ground water study for the County. <br /> Staff Comment: There is no evidence in the record indicating the proposed <br /> community well will impact adjacent wells or have any greater impact than 26 <br /> individual wells located on each proposed parcel. <br /> The development of the community well would be in accordance with applicable State <br /> regulations. Orange County Environmental Health will only issue a well permit, <br /> authorizing development of the aforementioned well, once a copy of the State's <br /> approval is received. <br /> According to Mr. Tom Davis, of Orange County Department of Environment, <br /> Agriculture, Parks, and Recreation (DEAPR) there is a groundwater observation well <br /> located near Millhouse Road that is included in the County's Orange Well Net (OWN) <br /> groundwater observation well network. The primary use of the well network is drought <br /> monitoring. <br />
