VI <br /> 18 <br /> The applicant will provide all required vegetation in accordance with the request above as well <br /> as include in the HOA documents to encourage homeowners to use local, indigenous, drought <br /> tolerant vegetation. <br /> • BOCC members requested additional information on the operational parameters <br /> of the off-site septic field. Specifically thE; question was asked would remote <br /> pumps be used and who would be responsible for property maintenance and <br /> upkeep. <br /> Staff Comment: The applicant indicated the HOA would be responsible for <br /> mowing and maintaining the common septic area but that individual property <br /> owners would be responsible for maintaining their individual septic fields. <br /> With respect to the operation of the system, the applicant agreed to supply <br /> additional information. <br /> The individual septic systems will pump the septic systems most likely using a low pressure <br /> system often utilized and approved by the state offices. The applicant is proposing the force <br /> main within the street ROW until the point that it reaches the easement to outlet at <br /> conventional septic fields.As stated at the meeting,the subsurface and operational elements of <br /> the system will be the responsibility of the individual owners and will be subject to yearly <br /> maintenance inspections as required by the state. The actual septic field and surficial elements <br /> will be maintained as open space by the HOA. <br /> • A local citizen stated the project was too dense and the applicant should increase <br /> average lot size to 5 acres per dwelling unit. <br /> Staff Comment This proposal is in accordance with the anticipated densities for <br /> properties located within the Rural Buffer land use category as defined within the <br /> adopted Comprehensive Plan, Rural Designated area as denoted on the Growth <br /> Management Systems Map, and the requirements of the Joint Planning Land <br /> Use Plan. <br /> The 2030 Comprehensive Plan can be viewed using the following link: <br /> http://orangecountync.gov/planning/comps cpupdate.asp <br /> The Joint Planning Land Use Plan can be viewed by using the following link: <br /> http://orangecountync.gov/planning/documents/JPALUPDocument.pdf <br /> No further comment necessary, the applicant concurs with the responses providing by <br /> the Planning Staff and is of the opinion that the initial comment has been adequately <br /> addressed <br /> • A local citizen said lots 23 through 26 should be eliminated and turned into open <br /> space. <br /> This request is not viable and is not warranted as the inclusion of lots 23-26 do not <br /> affect the proposed developments abilities to meet the required findings of fact. The lots <br /> as proposed are generally deep lots further contributing the required 30'buffer already <br /> shown. <br />
