12 <br /> notification of administrative penalties to be imposed for subsequent <br /> violations. <br /> c. Third and subsequent violations-Impose an administrative penalty of <br /> not more than two hundred dollars ($200.00). <br /> Each day on which a violation of this Rule occurs may be considered a <br /> separate and distinct violation. <br /> Section 8. Public Education <br /> The County and the Towns shall engage in an ongoing program to explain and clarify the <br /> purposes and requirements of this Rule to citizens affected by it, and to guide operators <br /> and managers in their compliance with it. In doing so, the County and Towns may rely <br /> upon materials and information provided by the local health department, The County <br /> and Towns shall: <br /> (1) Educate the public about the rule and the reasons for the new rule prior to its <br /> implementation date through the news media, website and educational <br /> media. This education shall include information on resources for quitting <br /> smoking or tobacco use including information about the free quitting support <br /> services of the North Carolina Tobacco use Quitline 1-800 QUIT NOW(1- <br /> 800-784-8569). <br /> (2) Educate County and Town employees at covered facilities, about the Rule <br /> and how they can assist with compliance with the Rule. <br /> (3) Provide County and Town employees with information on cessation of <br /> smoking, including information about the flee quitting support services of <br /> the North Carolina Tobacco use Quitline 1-800 QUIT NOW (1-800-784- <br /> 8659). <br /> (4) Post n o t i c e s at each entrance to a County o r T o w n building and in <br /> other locations within the buildings reasonably calculated to inform <br /> employees and the public of the prohibition. <br /> Section 10. Effective Date <br /> These Rules become effective January 1, 2013 following adoption by the Orange County Board <br /> of Health and approval of these Rules by an Ordinance adopted by the Orange County Board of <br /> Commissioners pursuant to N.C. Gen. Siat. 153A-121(a). There shall be an implementation <br /> period from January I through June 30, 2013 where enforcement shall be limited to Section 5 of <br /> the Rule. On July 1, 2013 and thereafter the Ordinance shall be enforced as provided in Section <br /> 7 of this Rule. <br /> Final <br /> 10 <br />
