Also, research indicates that, during active smoking, <br /> outdoor levels of secondhand smoke may be as high as indoor levels and may pose a health <br /> risk for people in close proximity such as those sitting beside someone on a park bench or <br /> children accompanying a smoking parent or guardian. <br /> Given this and other information regarding the adverse health effects from secondhand smoke, <br /> and extensive input from municipal leaders and residents, the Orange County Board of Health <br /> voted to adopt a Smoke Free Public Places Rule. The details of this Rule are included in the <br /> attachments. Essentially, under this Rule, smoking would be banned: 1) in all indoor areas <br /> where the public is invited or allowed (including County and Municipal-owned vehicles) and 2) <br /> all County or Municipal-owned, maintained or controlled outdoor areas such as parks, parking <br />
