24 <br /> 1 <br /> 2 Finally, the amount of debt service payments through 2035 will be$19.2 million, and most if not <br /> 3 all of these payments will be used for light rail. <br /> 4 <br /> 5 <br /> 6 Commissioner Yuhasz said that he thinks that the investment in light rail is a mistake. <br /> 7 A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> 8 to approve the bus and rail investment plan with the changes suggested in the latest document <br /> 9 included with the agenda materials, and to authorize staff to make non-substantive changes. <br /> 10 VOTE: Ayes, 5; Nays, 2 (Commissioner McKee and Commissioner Yuhasz) <br /> 11 <br /> 12 8. County Manager's Report <br /> 15 Frank Clifton said that the Council of State for N.C. approved the authorization between <br /> 16 Orange County and the State of North Carolina's Department of Public Safety for the siting of a <br /> 17 future jail along Old NC 86 next to the State prison. The legislative delegation and others <br /> 18 assisted with this. <br /> 19 <br /> 20 10. 'County Attorney's Report <br /> 21 NONE <br /> 22 <br /> 23 11. Appointments-NONE <br /> 24 <br /> 25 12. Board Comments <br /> 26 Commissioner Gordon—none <br /> 27 Commissioner Yuhasz—none <br /> 28 Commissioner McKee— none <br /> 29 Commissioner Hemminger said that Community Home Trust had the Open Doors event <br /> 30 and raised $33,000. This is an increase from last year. Also, Triangle J Council of <br /> 31 Governments is changing the way it does business to allow for more social interaction and <br /> 32 exchanging of information and ideas. <br /> 33 Commissioner Foushee—none <br /> 34 Commissioner Jacobs pointed out to the public that the County is currently conducting <br /> 35 three different surveys for citizens: library services, parks and recreation, and smoking. These <br /> 36 surveys can be accessed on the County website. <br /> 37 Chair Pelissier asked for two volunteers to be on the Retreat Planning Committee. <br /> 38 Commissioner McKee volunteered. Commissioner Jacobs and Commissioner Gordon also <br /> 39 volunteered but since the committee only needs one more it was decided that these two <br /> 40 commissioners would discuss/decide which one would serve and send that information to the <br /> 41 Clerk by the end of the week. ( BOCC Candidate Mark Dorosin has also volunteered to serve <br /> 42 on this committee and Commissioner Jacobs was chosen to be the other Commissioner <br /> 43 volunteer). <br /> 44 <br /> 45 <br /> 46 13.
