He <br /> 6 said that there have been changes all week long, but he is uncomfortable with making a <br /> 7 decision on this tonight when he gets the feeling that everything is not worked out. <br /> 8 Frank Clifton said that he thinks that all parties have come to a reasonable <br /> 9 methodology to produce something that would be acceptable, with the understanding that these <br /> 10 issues will be addressed at a later date. <br /> 11 John Roberts said that the County Commissioners are being asked to accept the <br /> 12 Manager's recommended changes (pink sheet), and once they agree to adopt it, he is going to <br /> 13 ask the Board to authorize staff to get the wording correct and make non-substantive changes. <br /> 14 The substantive parts of this he believes are agreed to. <br /> 15 Wib Gulley said that Triangle Transit is comfortable with the wording of services here <br /> 16 versus hours. <br /> 17 . Commissioner Hemminger said that everyone seems to like the wording of#7. She <br /> 18 asked if the orange sheet could be an attachment at the end of the document. <br /> 19 John Roberts clarified that the orange sheet would be worked into Section 7, if the <br /> 20 Commissioners wished to add that. <br /> 21 Commissioner Yuhasz said that he is not sure it is a good idea to include the orange <br /> 22 sheet as part of the agreement. He thinks that it is an example, but if it is too specific and not <br /> 23 real, then it will be confusing. He thinks that paragraph 7 is fine. <br /> 24 Commissioner McKee said that there is not enough transparency in this process. He <br /> 25 said that this needs to come back and be approved in whole at one more meeting. He said that <br /> 26 the County is asking the taxpayers of Orange County to obligate themselves, their children, and <br /> 27 their grandchildren for a tax that is being put together piece meal in a rush. He wants to see <br /> 28 this in black and white in an organized form. <br /> 29 Commissioner Foushee said that she is not sure where#7 is not clear. She thought <br /> 30 that everything was clear. <br /> 31 Mr. Spade spoke about Chapel Hill Transit's perspective of paragraph#7. He said that <br /> 32 over the past couple of weeks there have been numerous conversations with his staff, TTA, the <br /> 33 MPO, and the County. He said that Chapel Hill Transit does support this. He thinks that all <br /> 34 parties agree that there is a common understanding. <br /> 35 A motion was made by Commissioner Hemminger, seconded by Commissioner <br /> 36 Foushee to approve paragraph 7 with the two changes on the pink sheet(take out the words "in <br /> 37 place" since it is written twice and change the date to June 30th instead of June 31St.) The <br /> 38 orange sheet will be an example to be recorded in the record for information only. <br /> 39 VOTE: Ayes, 6; No, 1 (Commissioner McKee) <br /> 40 <br /> 41 The Board then discussed Paragraph 8. <br /> 42 <br /> 43 Commissioner Gordon asked about the rationale for 50% of the bus funding to be used <br /> 44 for existing services. <br /> 45 Frank Clifton said that the plan allocates each year a certain amount for bus services. <br /> 46 This is on page 41 of the packet. The Board has already approved the plan that provides for a <br /> 47 certain level of funding each year for bus services. The rest of the money goes to light rail. <br /> 48 Commissioner Yuhasz asked Wib Gulley about his legal opinion for the$7 vehicle <br /> 49 registration fee and the County's use of this money. Wib Gulley said that his legal opinion is <br /> 50 that the allocation of the funds that are distributed for bus service, a marker that indicates the <br />
