Amendment to Hobbs, Upchurch & Associates Contract: Buckhorn-Mebane EDD <br /> 13 Water and Sewer Extension Project—Phase 2 <br /> 14 The Board approved Contract Amendment#3 to the Hobbs, Upchurch &Associates(HUA) <br /> 15 contract for design of water and sewer utilities in the extended Efland-Buckhorn-Mebane <br /> 16 Economic Development District(EDD) area and authorized the Chair and Manager to sign; and <br /> 17 authorized the manager to negotiate and sign any changes to the cost of this amendment that <br /> 18 may arise once the actual construction cost and scope are known. <br /> 19 i. Bid Award—Front End Loading Garbage Truck <br /> 25 The Board awarded a bid at a total cost of$252,720 for the purchase of a new Front End <br /> 26 Loading Garbage Truck from Carolina Environmental Systems, Inc. (CES) of Kernersville, NC, <br /> 27 and authorized the Finance Director to execute the appropriate paperwork. <br /> 28 6. Public Hearings <br /> 29 a. Rezoning and Class A Special Use Permit Modification—Spence <br /> 30 Dickinson <br /> 31 The Board received the Planning Board recommendation, closed the public hearing, and <br /> 32 considered a decision on a request submitted by Mr. Spence Dickinson to rezone a 4.003 acre <br /> 33 parcel of property to Rural Buffer and modify an existing Class A Special Use Permit(hereafter <br /> 34 'SUP')for the Heartwood at Blackwood Mountain Planned Development by removing the <br /> 35 subject property from its provisions. <br /> 36 Chair Pelissier explained the purpose of the item is to receive the Planning Board <br /> 37 recommendation for Spence Dickinson. <br /> 38 <br /> 39 Michael Harvey: Good evening. Tonight's request is to receive the Planning Board <br /> 40 recommendation, close the public hearing, make a decision on the request submitted by Mr. <br /> 41 Spence Dickinson to rezone an approximately four-acre parcel of property; to rezone the parcel <br /> 42 of property from Rural Buffer to Planned Development Housing and remove this parcel from the <br /> 43 confines of the existing Class A Special Use Permit for the Parkwood at Blackwood Mountain <br /> 44 subdivision.
