N.C. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Bernadette Pelissier and Commissioners Alice <br /> 12 M. Gordon, Barry Jacobs, Pam Hemminger, Earl McKee, and Steve Yuhasz <br /> 13 COUNTY COMMISSIONERS ABSENT: Commissioner Foushee <br /> 14 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 15 COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Managers <br /> 16 Gwen Harvey, Clarence Grier, Michael Talbert, and Clerk to the Board Donna Baker(All other <br /> 17 staff members will be identified appropriately below) <br /> 18 <br /> 19 1. Additions or Changes to the Agenda <br /> 20 Chair Pelissier went through the items at the County Commissioners' places. <br /> 21 - White sheets—guidelines for items 6-a and 6-b, Rezoning and Class A Special Use Permit <br /> 22 Modification — Spence Dickinson; and Class A Special Use Permit — Public Utility Station <br /> 23 (Solar Array) <br /> 24 - One blue sheet and two white sheets from Commissioner Gordon regarding item 7-c- <br /> 25 Transit Interlocal Implementation Agreement <br /> 26 <br /> 27 Chair Pelissier introduced Frank Clifton who then introduced Carla Banks, the new <br /> 28 Public Affairs Officer. <br /> 29 Carla Banks thanked the County Commissioners for bringing her on board. <br /> 30 <br /> 31 PUBLIC CHARGE <br /> 32 <br /> 33 The Chair dispensed with the reading of the public charge. <br /> 34 <br /> 35 2. Public Comments (Limited to One Hour) <br /> 36 <br /> 37 a. Matters not on the Printed Agenda <br /> 38 Don O'Leary spoke on the County's act of high treason by forming an alliance with <br /> 39 International Council on Local Environmental Initiatives. He said that the County was using <br /> 40 Agenda 21 and terms like "sustainable development". He made reference to the Mountains to <br /> 41 Sea Trail and said that the trail follows the waterways and aquifers so perfectly and one might <br /> 42 assume that it is deliberate. He said that if the County has enough control of easements and <br /> 43 waterways, then it could disallow grazing or fertilizing anywhere near it, taking away the <br /> 44 property owners' rights of their own land use. He said that the County refuses to obey the laws <br /> 45 of the Constitution. <br /> 46 <br /> 47 Chair Pelissier said that she forgot to mention that Commissioner Foushee could not <br /> 48 attend this meeting. <br /> 49 <br /> 50 <br />
