In choosing the <br /> location of such districts,the following major factors were considered: . <br /> (A) Adjacent and with access to an interstate highway by a major arterial or collector; <br /> (B) Adjacent to rail facilities for the movement of goods and potential transit service; <br /> (C) Public water and sewer service is available or capable of being extended; and <br /> (D) Large, buildable tracts are available for development or division into a range of building <br /> site sizes. <br /> 3.7.2 Establishment of Geographic Areas and Intent of Each District <br /> Three Economic Development Districts have been established in Orange County: <br /> (A) Buckhorn Economic Development District <br /> Located near the western boundary of the county where Buckhorn Road crosses <br /> Interstates 85 and 40. The intent of the Buckhorn District is to create an iRdwstr4al p <br /> setting a district allowing a wide range of non-residential uses with limited higher density <br /> residential useS.32 <br /> (B) Eno Economic Development District <br /> Located at the eastern boundary of the county where U.S. Highway 70 and Interstate 85 <br /> intersect. The intent of the Eno District is to create a district allowing a wide range of <br /> non-residential uses with limited higher density residential uses.33 <br /> (C) Hillsborough Economic Development District <br /> Located south of the Town of Hillsborough where Old N.C. Highway 86(Churton Street <br /> Extension)crosses Interstate 40. The intent of the Hillsborough district is to create a <br /> business park setting while controlling strip commercial development. <br /> 32 The Table of Permitted Uses for the Economic Development Districts(Section 5.2.2)potentially allows a wide <br /> range of non-residential uses in the Buckhorn EDD,very similar to the Eno EDD. Staff is suggesting that given the <br /> similar types of uses allowed(many of which are not"industrial",that the intent of the Buckhorn District match the <br /> intent of the Eno District. Additionally,the"Purpose"section of the EDB-1 and EDB-2 zoning district charts does <br /> not limit the Buckhorn District to an"industrial park"setting. See next footnote as well. <br /> 33 Staff is suggesting this addition because the Table of Permitted Uses allows residential uses and the adopted small <br /> area plans that include the Buckhorn and Eno EDDs allow for limited higher density residential uses in these areas. <br /> Eventually,the Table of Permitted Uses needs to be updated to reflect density requirements and a standard will need <br /> to be added limiting the amount of higher density residential uses in these EDDs.
